EUBAM Libya: emphasis on law enforcement and border management

EUBAM Libya and its' staff work for the time being from its' second base in Tunis. The Mission's two-base-model provides the needed flexibility security wise and allows for an uninterrupted continuation of support activities. The Mission focused recently with their Libyan partners on capacity building in the areas on law enforcement and border management.

Libyan and European experts discuss in the OCCP mainly the collection, analysis and sharing of organised crime related data.

Due to the instable security situation in Tripoli, EUBAM Libya and its' staff work for the time being from its' second base in Tunis. When conditions allow the operational staff will rotate back to the Mission HQ in Tripoli. This two-base-model provides the needed flexibility security wise and allows for an uninterrupted continuation of support activities. It is part of the Mission's standard operational method.

To promote modern law enforcement in Libya EUBAM organised in June the 10th meeting of the Organised Crime Coordination Panel (OCCP). The meeting was supported by Austria, the Netherlands and EUROPOL. The Organised Crime Coordination Panel was created last year to promote the development of a modern, human rights compliant Libyan police organization. Libyan and European experts discuss in the OCCP mainly the collection, analysis and sharing of organised crime related data.

EUBAM Libya supports furthermore the Libyan border institutions in the drafting a national integrated border management and security strategy. In this view, the Mission together with Libyan authorities is engaged to coordinate European and international efforts to support the future creation of safe and stable borders for the State of Libya, including a reform process of the Libyan Border Management authorities. Recent activities include planning sessions, between the Mission and Libyan counterparts, outlining the organizational structure of a new Libyan Border Agency Headquarters.
