Thank you, Mr. President.

 

I have the honour to speak on behalf of EU Member States that are members of the Human Rights Council. This explanation of vote has been agreed by the EU as a whole.

 

The European Union remains committed to international solidarity as an important moral principle and a political commitment.

 

At the same time, and as repeatedly highlighted by the EU and others, including civil society organizations, serious conceptual doubts continue to exist about whether the principle of international solidarity can be meaningfully translated into the language of human rights standards. It is our firm belief that matters falling outside of legal or human rights scope should be addressed at different forums. The EU repeated its concerns during the informal consultation on the draft resolution, notably in PP7, PP8 and OP8. They were not taken into account.
