The European Union Election Observation Mission to Paraguay 2013

In response to an invitation from the Government of the Republic of Paraguay and the Superior Court of Electoral Justice of Paraguay, the European Union sent an Election Observation Mission (EU EOM) to monitor the elections of 21 April 2013. The mission was led by the Chief Observer Renate Weber, a Member of the European Parliament.

The election was monitored by 22 Long-Term Observers, working in teams of two, deployed across the 17 national departments and in the capital of Asunción. In the days leading up to the election, another 52 Short-Term Observers arrived in Paraguay, also in teams of two. The Observers were joined on the week of the election by a delegation of seven Members of the European Parliament and by staff members from the EU Delegation and the Embassies of the EU Member States in Asuncion.

The EU EOM operated in accordance with the United Nations' 2005 "Declaration of Principles for International Election Observation". EU observers adhered to the EU Code of Conduct for Observers that requires them to maintain strict impartiality and neutrality, and to abide by Paraguayan law.

The Mission conducted a comprehensive analysis of the electoral process based on long-term observation. This analysis included aspects such as the legal framework, the work of the election administration, the role of state institutions, campaign activities, the conduct of the media, the role of civil society, voting and the counting, the complaints and appeals process and the announcement of results.

The EOM to Paraguay did not interfere in the electoral process and had no authority to change, improve or correct any shortcomings or to request changes during the election process. The EOM's mandate was only to observe, collect and analyse information concerning the election process and to publish its findings.

The Chief Observer published and sent the Government of the Republic of Paraguay a Preliminary Statement containing her conclusions on the 21st April elections immediately after the election. Within 30 to 60 days of the vote, the EU EOM sent its Final Report to the Paraguayan Government.

Media monitoring by the EU Election Observation Mission to Paraguay was conducted in accordance with international methodological standards of quantitative and qualitative analysis.

Media monitoring encompassed a representative sample of Paraguayan broadcast and print media. The audio-visual media was monitored daily during peak viewing and listening hours throughout the period of the election. The print media was also monitored on a daily basis.

As well as noting the time and space allocated, the media unit also evaluated the tone of media coverage, positive, negative or neutral, towards the different political players, candidates and parties.

The Mission employed a team of local media monitors trained in quantitative analysis, who monitored a representative sample of Paraguayan media. The monitoring informed the EU EOM on the performance of the media through regular reports and it also formed part of the overall evaluation of the election process.
