Mr. President,

I have the honour to speak on behalf of the European Union. The EU strongly supports Ukraine’s initiative on cooperation and assistance to improve and protect human rights. The resolution before us presents a balanced and appropriate move by Ukraine to seek technical assistance to promote and protect human rights on all its territory. 

The periodic reports of the OHCHR's Monitoring Mission constitute an important and vital tool to properly assess the situation of human rights and to evaluate the need for technical assistance.  The latest report documented again human rights violations in areas of eastern Ukraine not controlled by the government of Ukraine and in Autonomous Republic of Crimea and the city of Sevastopol illegally annexed by the Russian Federation. Ensuring accountability for all human rights violations and abuses as well as unimpeded access for the OHCHR and other international and regional monitoring mechanisms to all parts of Ukraine is crucial. The EU therefore supports the idea of continued regular presentations by the High Commissioner to the Human Rights Council on the findings of each periodic report, also as part of interactive dialogues, a legitimate and transparent way to inform the Council of the situation on the ground.

We call on all members of the Council to support Ukraine in its effort to seek cooperation and assistance to address human rights concerns, by supporting the draft resolution as presented by the main sponsor.
