Mr. Special Rapporteur

I have the honour to speak on behalf of the European Union and its Member States.

The EU recognizes the work done to date. We reiterate our support for the Right to Development, based on the principles of universality, indivisibility and interdependence of all human rights, with the individual as the central actor  and driving force of the development process, and States having the primary responsibility for ensuring that their citizens benefit from development. We note the attention you pay in your report to the challenges of mobilizing sufficient resources and directing them to those most in need. The European Union unreservedly supports the Addis Ababa Action Agenda, which places human rights, the rule of law and good governance, the primacy of domestic action and domestic resource mobilisation at its core, while also reiterating the need for Official Development Assistance.

As regards Official Development Assistance, the EU and its Member States collectively are the world’s leading donor of ODA, representing 55.2% of global assistance in 2019. Beyond ODA, the EU is assisting partner countries in making the most of the diverse financing sources available to support implementation of the Sustainable Development Goals. We agree that development projects need to fit into the local and regional priorities of national development plans but we would like to better understand the practicability of your suggestions for local communities’ participation in decision-making.

Finally, we would like to hear your views on how you see the cooperation between your mandate and the new Expert Mechanism established by the Council on the Right to Development.
