The European Union is committed to supporting its partner countries in fighting terrorism and ensuring their national unity and stability. A major pillar in Lebanon’s fight against internal and external security threats lies in its security apparatus.

While both Lebanese Armed Forces and the General Directorate of General Security have strong internal management accountability systems, their external accountability and oversight systems still offer significant opportunities for improvements.

The European Union therefore supports Lebanon’s efforts to boost its security system and strengthening the resilience of its security institutions. It does so by helping to enhance the organisational effectiveness of national security agencies and improving their capacity to manage service delivery and obligations in a responsible and effective manner

 

Security TA to LAF

 

  • Reinforce Lebanon’s stability and social cohesion, by supporting the unifying and reforming role of the country’s security system. This goes through:
    • Promoting organisational development
    • Improving capacities
    • Promoting dialogue
    • Progressively introducing effective governance and oversight mechanisms

For the Lebanese Armed Forces:

  • Organisational Development
  • Research, Communication and Dialogue Mechanisms

The sub-activities targeting the LAF entail:

  • Comprehensive assessment of the current IT structure and preparation of a global ICT master plan, together with the design of a central data centre
  • Preparation of the Strategic Cyber Security Plan and Unified Security Operation Center - Network Operation Center (SOC-NOC) Design
  • Supply contract and assistance provision for the installation and implementation of the Enterprise Resource Planning (ERP) application, with the aim of automating the administrative management of assets
  • Automation of the supply chain/warehouse management
  • Launch of an internal reform of the modes of management
  • Development of the LAF capacities, communication skills and collaboration mechanisms with the civil society

For the General Directorate of General Security

  • Organisational Development
  • Training and Capacity Building
  • Communication and Dialogue Mechanism

The sub-activities targeting the General Directorate entail:

  • Creation of a training capacity, including refurbishment of the training centre
  • Re-organisation of selected central services (planning, communication, management)
  • Skills development in strategic decision making (audit and statistical analysis)
  • Internal and external communication skills development
