Background Information on Save the Children

Save the Children is a long term development programme and has established a high profile and sound reputation in child rights issues, particularly in the three thematic priority areas: Education, Child Protection, Child Rights Governance and Health.  

Save the Children focuses its work on capacity building and strengthening of services for children and the creation of a policy and legislative environment which responds to key child rights issues in the country. To achieve our tasks, we primarily work with and through partners like non-governmental organizations (local and international), UN and the Government. This ensures that the rights of the greatest number of children are met in the best possible way. We constantly monitor and evaluate all projects to ensure quality in our work.

Save the Children is establishing and strengthening structures and mechanisms which monitor and advocate for children’s rights, promote ways to protect children from all forms of exploitation and violence and also empower and support children to meaningfully increase their participation mainly in school life and be advocate of their rights and influence decisions that bring about changes in their future lives.  

 

Background Information on the Action

The present project, “Civic engagement for a functional judiciary system and access to justice in Albania” is funded by EU and implemented by Save the Children (applicant) and CILSP (co-applicant). It aims at strengthening the civil society organizations (CSOs), at increasing the transparency and accountability of the judiciary system and at improving access to justice for vulnerable groups in Albania.

The target groups of the project include CSOs, community based organizations (CBOs), and other civil society actors (associations of young legal professionals, law student associations, bar associations, citizen’s initiatives). The final beneficiaries are mainly vulnerable groups, especially juveniles in contact with the law and their families that benefit from access to justice activities. Final beneficiaries also include professionals operating in the justice sector and members of judiciary institutions.

The project has 3 main components: 1) a capacity building program for the CSOs working in the field of Justice and Human Rights; 2) a sub-granting scheme that consists in the provision of funds to 34 selected CSOs for the implementation of small scale interventions in the areas of monitoring of justice system and access to justice for vulnerable categories; 3) the creation of a civil society network to carry out joint advocacy initiatives and share information and best practices in the justice sector.

Within the third component, Save the Children in collaboration with USAID created in July 2016 the Coalition “Justice for All”, with the aim of increasing the effectiveness, independence and transparency of the Albanian justice system by carrying out advocacy initiatives, monitoring the judicial institutions and providing public legal education. During the period July 2016 – January 2019 the Coalition played an active role within the implementation of the justice reform by releasing public statements and requests to relevant institutions and participating in all consultation tables organized by the Ad hoc Parliamentary Commission in the framework of the justice reform. As a result, several recommendations related to the legal package of the justice reform were presented to the Parliament.

In order to consolidate the Coalition and lay the foundations for its sustainability, Save the Children within this Action will support the 3rd Work Planning Workshop that will serve to: (i) discuss and agree on the Coalition’s Annual Work Plan for the period 2020-2021 , based on the approved 2-Year Strategic Plan (2018–2019); (ii) make an analysis of the results that have been already achieved during the years of work together, and identify the objectives and activities that have not been covered yet (monitoring and evaluation plan); (iii) make an internal analysis of the Coalition’s work, structures, rules and procedures, and determine what needs to be changed based on experience so far.

 

General Purpose of the Service and Scope

In the framework of the project “Civic engagement for a functional judiciary system and access to justice in Albania”, Save the Children seeks to contract 1 (one) Expert in order to conduct the mentioned workshop (2 days) and to draft the Coalition Strategy and Action Plan for 2020-2021.

 

Methodology

The Expert is requested to coordinate with the Moderator for the organisation and implementation of the workshop. He is supposed to prepare the outline/agenda, to draft the workshop module (tools/methods) and to conduct it. He will support as well the Moderator in the drafting of a narrative report on the workshop.

The objectives of the workshop are:

  • To make an internal analysis of the Coalition’s work, structures, rules and procedures, and determine what needs to be changed based on experience so far.
  • Review of the Strategic Plan 2018-2019 on the achievement and realization of this plan; To make an analysis of the results that have been already achieved during this period of work together, identify the objectives and activities that have not been covered yet and determine what needs to be transferred to Coalition's Strategic Plan for 2020-20212;
  • Drafting of the Coalition Strategy and Action Plan for 2020-2021.

After the workshop, the expert is supposed to draft the Coalition Strategy and Action Plan for 2020-2021 including comments and suggestions collected during the workshop.

Ethical and confidentiality rules shall be followed.

*In case any child safeguarding issue is observed, Save the Children staff will proceed based in SCI child safeguarding procedures.  

 

Responsibilities of the Consultant

Under the direct supervision of the project team and in compliance with the ToRs, the consultant is expected to:

  • Prepare and conduct the mentioned workshop and support the moderator in the drafting of the narrative report related to the event;
  • Liaise with Save the Children staff throughout the organisation of the activity and seeking its input, advice and authorization to proceed in every step;
  • Submit the draft of the agenda and outline of the workshop (methods/tools) and the draft of the Coalition Strategy and Action Plan for 2020-2021 in English to Save the Children and CILSP, integrate Save the Children and CILSP feedback into the final version and submit the finalized documents;
  • Adhere to the timelines of the consultancy & ensure the compliance with ethical and confidentiality rules and child safeguarding.

 

Responsibilities of Save the Children

  • Provide all required background materials in a timely manner;
  • Deal with the administrative and financial aspects related to the provision of goods and services needed for the workshop;
  • Oversee the consultant by managing the consultancy contract;
  • Monitor adherence to specified deadlines;
  • Supervise and provide guidance throughout all phases, approve all deliverables.

 

Qualifications or Specialized Knowledge/Experience of the Consultant

The Consultant should meet the following requirements, respectively:

  • Similar experiences with civil society organizations;
  • Proficiency in written and spoken English/Albanian, excellent writing and communication skills;
  • Ability to work with minimal supervision and under pressure;
  • Very good planning and time management skills;
  • Good knowledge of the justice sector and of the current justice reform in Albania;
  • Albanian nationality.

Save the Children Child Safeguarding Policy

As a condition of entering into a consultancy agreement, the consultant must sign Save the Children International Child Safeguarding Policy and abide by the terms/conditions thereof.

 

Deliverables

The main outputs of the consultancy will be:

  • Drafting of agenda and outline of the workshop and its conduction;
  • Drafting of the Coalition Strategy and Action Plan for 2020-2021 not later than 10 days after the implementation of the workshop.

Evaluation Criteria

Selection of the consultant will be based on:

  • Previous experience in justice sector, with civil society organisations (max. 30 points)
  • Previous experience in similar consultancies/roles (max. 30 points)
  • Value for money (max. 40 points)
