EU Statement: Standing Committee on the Law of Patents 29th Session (WIPO, Geneva, 3 - 6 December 2018) - Closing Statement

I am speaking on behalf of the European Union and its Member States.

First of all let me thank you for the excellent chairmanship and the way you have guided us in the course of our conference.

Also I would like to thank the Secretariat for the huge amount of work carried out in preparation of this meeting. Last but not least I sincerely thank the interpreters. They enable us to literally understand each other. Thank you very much for this.

Our meeting has been characterized by constructive fact-based and interesting work in a cooperative and friendly spirit. The same spirit we enjoyed already in SCP 28.

We have shared a lot of valuable information and fruitful discussions.

For example I would like to mention the sharing session under the agenda item ´Quality of patents, including opposition systems´ and ´Patents and health´.

We wish to thank all delegations which shared their experience with us. It enabled us to learn about best practices from our colleagues and also the different ways of work under different law systems.  We appreciate this as a tangible result of SCP 29. Also the half-day conferences under these agenda items proofed to be very interesting.

The discussion about the Client Attorney Privilege was based on an excellent and comprehensive document for which we again thank the secretariat. We hope our continued discussions will l create further awareness about this problem and point a way how to solve it.

With interest we also discussed patent related aspects of Technology Transfer and patent law provisions regarding the research exception. Both topics emphasize the importance of the international patent system for economy and society.

Finally we agreed on a balanced and interesting working program for the future.

Chair, be assured that we are willing to continue to constructively engage ourselves in this important committee. Finally let me say that we would like to see even more progress which may be achieved in the good spirit all delegations have shown during this week.
