Support to Electoral Rights & Awareness in Azerbaijan

Overall objective of the action is to promote and support free and fair elections in Azerbaijan by increasing awareness and legal protection means/tools for election participants in the upcoming election, thus support Azerbaijan’s compliance to international standards, including priority areas of EU’s European Neighborhood Partnership and commitments to Council of Europe and OSCE.

Specific objectives of the action are:

A) Increase election participants’ awareness about electoral rights & their protection through civic education and engagement interventions and capacity building tools in 58 election districts (46% of all election districts) of Azerbaijan: Baku (26 districts), Ganja (8), Sumgait (6), Shirvan (6), Lankaran (6) and Salyan (6).

B) Provide legal advice, support and defense to election participants during the upcoming Presidential elections (including defense in court trial and preparation of appeals to local courts, and European Court of Human Rights) in order to restore violated electoral rights.

Activities of the Action: 1) Design of Brochure “Participation in the elections”; 2) Deliver Election participant awareness campaigns; 3) Deliver lessons learned workshops; 4) Design and deliver ToT; 5) Develop “Guide on Election Complaints Adjudication and Disputes Resolution for Practitioners” 6) Develop Handbook on “Filling election complaints rules”; 7) Deliver Capacity building workshops; 8) Design and develop Facebook page “Azerbaijan Election Participants Network”; 9) Develop and maintain E-library on electoral rights and their protection; 10) Establish and manage Election Participants Legal Awareness Centers; 11) Design “Legal Helpline for Election Participants” radio and TV programs; 12) Design and deliver 3 interactive and video lectures and promote them on social media; 13) Develop and promote video clip series on electoral rights; 14) Develop “Publication: “Noteworthy Cases & Judgments On Electoral Complaints”; 15) Establish and manage “Electoral Rights Litigation Initiative”.

 

Current achievements:

  • Conducted preparation meetings with local partners, NGOs and several members of election commissions in Ganja, Shirvan, Lankaran and Sumgait and provided information about new changes to election legislation
  • Developed of Brochure “Participation in the elections” and published 30 000 brochures. Electronic version of the Brochure is available at Facebook and web-page
  • Developed Handbook on “Filling election complaints rules” and published 35 000 handbooks. Electronic version of the Brochure is available at Facebook and web-page.
  • Maintained “E-library on Election” and different elections materials in English and Azerbaijani were posted. 
  • Designed and developed “Azerbaijan Election Participants Network” Facebook page
  • Organized multi-stakeholder workshops on “Lessons learned from previous elections”
