“Public administration reform should strongly focus on removal of administrative burden, simplification of procedures and improving user-friendliness of services for citizens and businesses. The 'e-baby nine in one' project is an opportunity to develop an excellent service based on the principles of user-centricity, one stop and back-office interoperability. It has the potential to save to the parents hours of burdensome paperwork and also to position Ukraine as one of the best performers in the area. The EU strongly supports the project and will assist with all available means. We believe that it is important to establish, at the very beginning, a strong coordination structure for implementation of the project both at technical and political level”, - Stefan Schleuning, Head of Cooperation, the EU Delegation to Ukraine, underscored.
During roundtable the international experts and the representatives of Ukrainian Government discussed the launching of “e-baby – nine in one” project which provides the simplification of administrative services connected with the birth of a baby. The simplification will allow parents to arrange up to nine services on one-stop principle already in the hospital where the baby is born, without the need to fill in any forms, pay any fees or go to any other location. It will take only 10 minutes to apply for all services which include birth registration, recognition of fartherhood, residence registration, assignment of a parental allowance, birth registration in electronic health system, issuance of sertificates of multi-child parents and a child from multi-child family, determination of the child's belonging to citizenship of Ukraine, assignment of a unique number to the child in the State Demographic Register, assignment a taxpayer number.
Very similar initiative was successfully implemented in Serbia resulted in totally 600 000 hours spared by citizens annually while receiving administrative services connected with birth of a baby. Ana Sarenac, expert from the Delivery Unit of the Prime Minister of Serbia shared the experience of her country to introduce the simplified service which can be emulated by Ukraine.
Ukraine took first important step to introduce the simplified administrative service of newborns’ registration. The draft law #9218 regarding the new procedure of residence registration is prepared and registered in the Verkhovna Rada. The adoption of this law will serve as a cornerstone for nine in one administrative service. The realization of “e-baby” project requires further amendments to legislation. Therefore, the participants agreed to establish cross-governmental cooperation and defined the next steps in this regard.
Background information: The Support to Comprehensive Reform of Public Administration in Ukraine - EU4PAR (European Union for Public Administration Reform) is an EU-funded project which supports the Government of Ukraine in implementing the Strategy of Public Administration Reform adopted in June 2016.
