Team Europe launches €37 million EU4Reconstruction Project

The European Union (EU), together with Denmark, Germany, France and Lithuania, today launched EU4Reconstruction, a €37 million Team Europe Initiative that unites the strength, experience and solidarity of the EU to support Ukraine’s ongoing recovery and reconstruction.

Running from 10 July 2025 to 30 June 2028, the programme will direct coordinated funding, technical support and digital tools straight into Ukraine’s rebuilding efforts – ensuring that public investment is transparent, accountable, and aligned with EU standards from the ground up. 

EU4Reconstruction will reinforce the leadership of the Ministry for Communities and Territories Development, strengthen the State Agency for Reconstruction and Development of Infrastructure, empower local governments to manage reconstruction professionally and sustainably, and support civil society and independent media to play an active role in oversight, ensuring public trust and reducing corruption risks. This project will be implemented by the Ministry of Foreign Affairs of Denmark, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, Expertise France and Central Project Management Agency (CPVA).

As a Team Europe Initiative, EU4Reconstruction reflects the collective power of the EU and its Member States: by combining resources, expertise and political will, Europe acts not as fragmented donors, but as one strong, coherent partner. This approach makes us more effective – not only for Ukraine’s benefit, but also for Europe’s shared future. It draws on decades of experience in governance reform, infrastructure development, and citizen accountability, making our support more impactful and more resilient.

The EU will support them step by step, reform by reform, to rebuild a strong, modern Ukraine, at home in the EU. Programmes like EU4Reconstruction help us get there”, said Marta Kos, Commissioner for Enlargement.

“Even as the war continues, Ukrainians cannot and do not pause their lives - and neither can we. Reconstruction must start now, because people need homes, schools, hospitals and functioning communities to live in dignity. EU4Reconstruction is a true Team Europe effort - combining our resources, expertise and shared values to support Ukraine’s recovery with the transparency, accountability and ambition needed to rebuild better,” Katarína Mathernová, EU Ambassador to Ukraine.

“Denmark’s commitment to Ukraine is firm. Together with European partners, we are proud to be part of a programme that will enhance the capacity in key institutions for rebuilding Ukraine. The sooner Ukraine can be rebuilt, the stronger and more stable the entire European continent will be. A lot of work lies ahead, but the people of Ukraine can count on its European friends for support”, said Ms. Elsebeth Søndergaard Krone, State Secretary for Development Policy of Denmark.

"Through this Team Europe initiative, Germany makes a substantial contribution for more effective and transparent reconstruction processes in Ukraine, deeply rooted in democratic values and preparing Ukraine on its path to the EU. Our contribution will specifically help local communities to rebuild Ukraine as a strong partner in Europe," said Niels Annen, State Secretary of the German Federal Ministry for Economic Cooperation and Development and Germany’s SGR to the Ukraine Donor Platform.

“Ukraine's reconstruction will not be a one-size-fits-all process. France along three others members states will help the Ukrainian government to strengthen its capacity to implement inclusive reconstruction, based on a modern construction framework that takes into account the needs of the different levels of governance”, said Pierre Heilbronn, Special Envoy of the President of France for Ukraine's Relief and Reconstruction.

“Reconstruction is not just about physical infrastructure - it’s about strong institutions, public trust and European values. With EU4Reconstruction, we stand by Ukraine as partners who remember our own path to EU membership and believe deeply in Ukraine’s future in Europe,” said Mr Kęstutis Budrys, Minister of Foreign Affairs of the Republic of Lithuania.
