The European Union supports all the initiatives aimed at bringing political solution to the ongoing conflict in Eastern Ukraine; the efforts of Chancellor Angela Merkel and President François Hollande, and the visits to Kyiv and Moscow they just announced, are clearly going in this direction.

The European Union is united in using all the means available to push for a political solution, by applying pressure as well as continuing dialogue.

The spiral of ever increasing violence in Eastern Ukraine needs to stop. The fighting provoked by the continued separatist offensive, notably around Debaltseve, is causing great human suffering and undermines all efforts aimed at a political solution. The shelling of civilians, wherever it happens, is a grave violation of international humanitarian law. Artillery should immediately be withdrawn from residential areas.

La spirale de la violence sans cesse croissante dans l’est de l’Ukraine doit s'arrêter. Les combats provoqués par l’offensive continue des séparatistes, en particulier dans la zone de Debaltseve, causent de grandes souffrances humaines et compromettent tous les efforts déployés pour trouver une solution politique. Les bombardements de civils, où qu'ils se produisent, sont une grave violation du droit humanitaire international. Le matériel d'artillerie doit être immédiatement retiré des zones résidentielles.

A meeting with NATO Secretary General, Jens Stoltenberg and the Quartet, participation in the CELAC Summit, and chairing an extraordinary Foreign Affairs Council on Ukraine, were amongst the items on Federica Mogherini's agenda last week.

In the wake of the recent attacks on Mariupol and a surge of violence in Ukraine, the EU High Representative Federica Mogherini called an emergency meeting of EU Foreign Affairs Council. The meeting brought together Foreign Ministers from all EU states. Ministers agreed to support all diplomatic efforts, extend existing sanctions against individuals and entities and add new ones. They also called for all appropriate steps to be taken to implement the Minsk agreement.

Federica Mogherini, High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, had a phone conversation with President of Ukraine, Petro Poroshenko, this morning. They discussed of the upcoming extraordinary Foreign Affairs Council, which the High Representative convened for Thursday, 29 January.

Following yesterday's attack on Mariupol and the escalation of violence in the Donbas Federica Mogherini, High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission, decided to convene extraordinary Foreign Affairs Council this coming Thursday, 29 January, in Brussels.

Residential areas of the city of Mariupol have been fired upon today from separatist held territory, which has cost the lives of at least fifteen civilians, wounding many others and terrorising the innocent population. This comes after a series of indiscriminate attacks in the Donbas in the past few days, accompanied by the announcements of further offensives by Russia-backed separatists, who bluntly refuse to observe the cease fire.
