EU and Germany boost Ukraine’s energy efficiency with €18M financial support
The Energy Efficiency Fund (EEF) is entering a new phase, supported by an €18 million financial package from the European Union (EU) and the German government’s International Climate Initiative (IKI), which includes investment grants and technical assistance.
This financial support was confirmed during the 10th Coordination Council Meeting held today at the EU Delegation to Ukraine.
This contribution strengthens the EU’s and Germany’s ongoing support for Ukraine’s energy independence and green reconstruction. The funding will enable the EEF to expand its residential energy efficiency programmes and reach a greater number of beneficiaries.
Homeowner associations remain a key partner in the implementation of the Fund’s activities. Their role in initiating and managing building renovation projects has been essential to achieving results on the ground.
First Deputy Minister for Development of Communities and Territories of Ukraine Alyona Shkrum, stated: ”Since its inception, the Energy Efficiency Fund has been and remains a key tool for the thermal modernization of Ukraine’s residential housing stock. Thanks to the support of the EU and Germany, we have already achieved significant results helping thousands of households united in homeowners associations reduce their energy consumption, improve living comfort, and lower utility bill.”
EU Ambassador to Ukraine, Katarína Mathernová, stated: "I worked on setting up the Energy Efficiency Fund from its inception, still during my time at the European Commission. It has come a long way - step by step to the huge results today — of 1500 projects. Today, with Russia shelling Ukrainian homes almost every night, the Fund’s VidnovyDIM programme helps families cover the cost of repairs - walls, roofs, windows - so they can return home safely and with dignity. At the same time, through EnergoDIM, we continue supporting thermal modernisation of older buildings - cutting energy use and monthly bills. By now the Fund annually saves energy consumption of a city like Chernivtsi. Proud to announce today a new €18 million contribution to the Fund from the EU & Germany.”
German representative Dr. Maximilian Rasch, Deputy Head of Mission of the German Embassy, stated: “The Energy Efficiency Fund has consistently demonstrated its value as a dependable and forward-thinking partner, delivering tangible support to homeowners in difficult times and responding to evolving realities with flexibility and commitment. IFC, a member of the World Bank Group, has been supporting the Energy Efficiency Fund since 2019 and will continue the project to further bolster the Fund’s efforts.

VidnovyDIM offers full grants and technical assistance to repair war-damaged residential buildings, covering structural and energy-related works EnergoDIM, launched in 2019, provides co-financed grants for comprehensive thermal upgrades—insulation, windows, heating systems, and energy management—helping reduce energy use, cut bills, and boost comfort.
