EU allocates 10 million euros to support Ukraine's digital transformation

The European Union (EU) continues to support Ukraine’s digital transformation and the development of digital services. For this purpose, it is allocating 10 million euros, which will be used to improve the efficiency and transparency of public service provision, create cross-border digital services, develop digital infrastructure, and implement measures that bring Ukraine closer to the EU standards.

"Even in the context of a full-scale war, Ukraine continues to develop a digital state and move towards digital European integration. The European Union supports these efforts by investing in solutions that strengthen the resilience of institutions and help create fast, secure and modern public services for millions of Ukrainians," said Asier Santillán, Head of the European Integration, Governance and Rule of Law, Civil Society Section of the EU Delegation to Ukraine.

A new phase of support has been launched within the DT4UA project, which is being implemented by the e-Governance Academy (eGA). The project covers strategic areas that enable citizens to receive services faster, more securely and transparently. Key initiatives include:

  • Modernisation and development of digital services, in particular,  launching the first cross-border services so that citizens can receive public services regardless of their location;
  • Development of recommendations for the implementation of legislation in the field of EU Data Governance, which will help harmonise Ukrainian digital services with the European Union’s standards;
  • Rollout of Trembita 2.0, an upgraded version of the interoperability system for secure data exchange between state registries that will further improve the efficiency of state bodies;
  • Launching a Personal Data Access Monitoring Subsystem, which will allow Ukrainians to see when the government organisations view their information and when;
  • Expanding the Vulyk system, which will bring more Administrative Service Centres online and increase their efficiency to serve the people;
  • Supporting the Digital Competence Centre, which systematises digital service development expertise, trains specialists, and increases the digital capacity of government agencies.

"Our cooperation with the European Union and the e-Governance Academy is a long-standing success story that has laid the foundation for our digital resilience. Together, we have implemented dozens of crucial projects: from establishing the Trembita data exchange system to launching convenient government services in Diia. Our priority today is not just digitalisation, but full synchronisation with the EU's digital space. New funding will allow us to implement Trembita 2.0 and adapt data management to European standards. We are confidently moving towards our strategic goal — the integration of Ukraine into the European Union's Single Digital Market," said Oleksandr Bornyakov, Acting Minister of Digital Transformation of Ukraine.

The next stage of funding will allow Ukraine not only to improve national services, but also to bring them closer to European standards, strengthen cross-border cooperation and improve the quality of public services for citizens and businesses.

“The e-Governance Academy has been working with Ukraine since 2012, supporting the country’s digital transformation through reforms, crises, and now a full-scale war. This long-term partnership proves that digital solutions are not just about technology. They are about trust, resilience, and the state’s ability to serve its citizens under any circumstances. Stable and steadfast support from the European Union makes it possible to build sustainable digital systems aligned with European standards,” said Hannes Astok, Executive Director of the e-Governance Academy.

The EU and its member states systematically support Ukraine's digital transformation. Since 2016, the total amount of support has exceeded 60 million euros for EU-funded projects implemented by the e-Governance Academy alone. Thanks to this funding, dozens of digital services have been launched and modernised, the Trembita system has been created for data exchange between state registries, and solutions for transparent interaction between the state, citizens and businesses have been implemented.
