EUAM Iraq meets the State Council of Iraq

The State Council is a historic and respected Iraqi Institution with a basis in law dating back to 1933. EUAM Iraq introduced the Mission and had a discussion with the distinguished leadership of the State Council while exploring future opportunities for cooperation.

EUAM Iraq meets the State Council of Iraq

The Deputy Head of Mission, the Acting Head of Operations, the Gender and Human Rights Officer, and two local national team members, met with Counselor Mrs. Samea Kadim Mohammed, the State Council President, and Dr. Abdullateef Naif Abdullateef and Dr. Kareem Khamees Khasbak, both State Council Vice Presidents. The State Council is a historic and respected Iraqi Institution with a basis in law dating back to 1933. The State Council has several functions including:

  1. Acting as an administrative court;
  2. Vetting of draft primary legislation to ensure constitutionality and avoid contradictions with the Iraqi legal system prior to the draft being passed to the Council of Representatives;
  3. Vetting of secondary legislation issued by the various Ministries; and
  4. Issuing opinions.

As presently constituted, the State Council is an independent body, however, under the purview of the Council of Ministers.

EUAM Iraq introduced the Mission and had a discussion with the distinguished leadership of the State Council while exploring future opportunities for cooperation. The focus of cooperation will be on the Mission’s advisory function on National Security Legislation, as well as exchanging information regarding legislation as it pertains to Gender and Human Rights.  Dr. Kareem is the chairman of the National Security Legislation Committee for Security Sector Reform, and he extended an invitation for the incoming EUAM Iraq Senior Strategic Advisor on National Security Legislation to take part in the Committee. EUAM Iraq’s leadership is looking forward to a future fruitful relationship with the State Council of Iraq.
