Vacancy announcement: Local Government and Civil Society Expert

Main duties and responsibilities

  • Support the work of component 3 under the "EU Anti-Corruption Initiative in Ukraine" to shape the technical vision for program implementation;
  • Identify and build partnerships with Ukrainian local government, civil society and media groups, both locally and nationally with the aim to enhance institutional accountability and capability to deter corruption. This would include strengthening institutional accountability and mechanisms to fight corruption, working with local governments to enhance their own internal capacity as well as through civil society and media;
  • Develop, in collaboration with stakeholders, strategies to enhance communication on anti-corruption reforms;
  • Engage local governments, civil society and media groups on the value and means of promoting accountability and addressing corruption and on developing and implementing programs to progress development efforts and governance interventions in the area of anti-corruption, including sector-specific anti-corruption interventions;
  • Share lessons learned on local governments, civil society and media engagement on anti-corruption related issues relevant to Ukraine;
  • Work with the EUACI team to assist in identifying needed national and international expertise;
  • Work with the EUACI team to implement the concept “integrity city” in a number of selected governments
  • Work with the EUACI team to assist in identifying grant making opportunities for civil society and media outlets;
  • Contribute to effective monitoring, evaluation, and reporting of program activities.



  • University Degree in Public Policy, Public Administration, Economics, Law, International Relations, Political Sciences, Social Sciences or related field;
  • Minimum 7 years of demonstrated professional experience in designing, implementing and monitoring programmes, preferably within local government, civil society and media initiatives;
  • Demonstrated knowledge of accountability, transparency, and anti-corruption assessments and other methodologies for evaluating vulnerabilities in governance systems, institutions, and processes and of the political and social context in Ukraine as well as civil society and media concerns;
  • Demonstrated experience in establishing strong working relationships among with international organisations, Ukrainian organisations, media outlets and local governments;
  • Demonstrated ability to handle discrete/sensitive political issues with tact and diplomacy;
  • Strong analytical, negotiation and communication skills, including ability to produce high quality practical advisory reports and knowledge products;
  • Strong managerial/leadership experience and decision-making skills will be an asset;
  • Strong ability to work in teams; creating an enabling environment, mentoring and developing partners and colleagues;
  • Proven ability to see through tasks set and deliver results;
  • The ability to work under pressure with tight deadlines, flexibility and an entrepreneurial spirit;
  • Fluency in Ukrainian, Russian and English is required;
  • Keen sense of ethics, integrity, and credibility.
