Eastern Partnership: 20 deliverables 2020

In December 2016, the European External Action Service and the European Commission launched a paper that identifies 20 deliverables for 2020 in order to contribute to cooperation between the EU and the Eastern Partnership (EaP) countries.

"The [next Eastern Partnership] Summit will be held in Brussels next November and we are starting to prepare it on concrete deliverables. We are entering into a phase of our Eastern Partnership where with each and every one of our partners we have a concrete, specific agenda of very concrete measures and policies that can benefit the citizens. So the fact that we are special partners is not a headline anymore, but it is the concrete results we can bring, be it on trade, be it on peoples' mobility, be it on students, be it on many different fields, that become the headline", said the High Representative/Vice-President, Federica Mogherini at the press conference following the recent EU-Georgia Association Council.

The last EaP Summit in Riga 2015, which was followed-up by the meeting of Foreign Ministers in May 2016, confirmed the consensus to step up actions in the four key priority areas, which includes economic development and market opportunities; strengthening institutions and good governance; connectivity, energy efficiency, environment and climate change; mobility and people-to-people contacts.

In order to deliver tangible results for citizens a more focused approach is required. Thus, increased engagement by Member States and partners at all possible levels will be key, supported by political dialogue and strengthened strategic communication. Strategic communication is needed in order to ensure better visibility and outreach of EU activities.

The deliverables contained in the paper, entitled "Eastern Partnership – focusing on key priorities and deliverables" were identified on the basis of existing commitments, both from  the EU and the Eastern Partners. Each deliverable is complemented by milestones to be reached by the time of the next EaP Summit in November 2017; targets to be achieved by 2020; how implementation will take place; and who is involved. Implementation of the identified milestones and targets will help to demonstrate the value of the Eastern Partnership for both the partner countries and the EU Member States.

The Eastern Partnership is a joint policy initiative launched at the Prague Summit in 2009 in order to deepen and strengthen relations with the six Eastern neighbours of the EU: Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine. The EaP is the Eastern dimension of the European Neighbourhood Policy and is based on shared values of liberty, democracy, respect for human rights and the rule of law.
