The Reform Support Team (RST) at the Ministry for Communities and Territories Development of Ukraine has opened a call for competitive selection of the following consultancy positions:

  1. Legal Expert: Construction (Category 2);

  1. Senior Expert: Energy Efficiency (Category 2);

  1. Senior Expert: IT, Database Analyst (Category 2);

The Reform Support Team is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by international donors to provide targeted technical support and assist the Ministry for Communities and Territories Development of Ukraine in the design and implementation of priority reforms within the framework of Ukraine Reforms Architecture (URA) Programme.

This consultancy assignment is expected to start in December 2021 and has an estimated overall duration of up to 9 months. Subject to the availability of funding, the performance of the selected consultant and the specific needs of the URA Programme, this assignment may be extended.

Level of efforts: full-time

The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Denmark, Finland, France, Germany, Italy, Japan, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union, the largest donor.

Submissions must be prepared in English only and delivered electronically within the due date time to the following address rstminregion@gmail.com

All submissions must include:

  • a completed Application Form;
  • a signed NDA Form;
  • candidate’s Curriculum Vitae;
  • Reference Letter from a recent supervisor (original in English, or Ukrainian with English translation);
  • contact details for two further referees who, if contacted, can attest to the professional and/or educational background of the candidate.

Only applications which have been submitted using the correct template and are completed will be considered.

Shortlisted candidates will be invited to the next round of selection.
