This year's seminar was held against the backdrop of a strategic Policy Platform discussion held on 7th March 2018 steered by the Secretary General of the European External Action Service Helga Schmid.

The platform acknowledged the accelerating developments in the Horn and the Red Sea region and the need for action to re-adjust the EU's position and policy in view of the significant EU interests affected.

It confirmed the need to invigorate EU engagement with the Horn countries and region and the need to identify common ground and collaboration with external partners.

Horn and East Africa Regional EU Heads of Delegation, including Egypt, UAE, Yemen and the Operation Commander of the EU NAVFOR/ATALANTA met in Entebbe, Uganda on the shores of Lake Victoria and discussed the prominence of the Red Sea, the Wider Horn and the Nile.

The EU officials found moment to interact with Uganda Foreign Affairs Minister Sam Kutesa and held candid and open discussions on views from across the Red Sea, peace and security, trade and regional cooperation.

EEAS Managing Director Africa Koen VERVAEKE, EU Special Representative Horn of Africa Alex RONDOS, DEVCO Acting Director for EU-Africa Relations, East and Southern Africa Hans STAUSBOLL spoke to national and international media on the sidelines of the Seminar.

  • Gulf crisis threatens East Africa peace efforts, EU warns

Diplomatic tensions between countries in the Gulf are threatening peace efforts in East Africa, particularly in the Horn of Africa, the EU's special envoy has warned. The crisis, which erupted nearly a year ago, has pitted Saudi Arabia, the UAE, Egypt and Bahrain against Qatar, with Riyadh and its allies accusing Doha of fostering close ties with Iran and backing Islamic extremists. But the fallout has had direct repercussions in the Horn of Africa where it has exacerbated already-existing tensions, notably in Somalia, said Alexander Rondos, Europe's special envoy to the region.   • Countries funding Somalia factions may destabilise the country - EU Diplomats warn

European Union Ambassadors have expressed concern over increased funding by different countries of various factions in Somalia, which could destabilize the Horn of Africa and the entire East African region. The European Union Special Representative for the Horn of Africa Alexander Rondos has said for Somalia to emerge as a stable state it will require international community support and funding for years to come.   • EU envoys defend Uganda's role in South Sudan.

The European Union has defended Uganda's role in South Sudan, saying it was there to protect Uganda's interests and declared that they would be willing to support the country as it copes with the increasing influx of refugees from its war torn neighbour. "Uganda has had to protect its interests and we are willing to help Uganda while it takes in a lot of refugees," Alexander Randos the EU special representative in the Horn of Africa said. He was responding to a question raised by a journalist who stated that president President Yoweri Museveni was being viewed as playing a destructive role in the South Sudan conflict. (New Vision).
