EU steps up support to enhance accountability and fight against corruption in Uganda

On 30 April 2018, the European Union (EU) signed a Memorandum of Understanding with the Office of the Prime Minister (OPM) and the United Kingdom (UK), to ratify the EU contribution of EUR 4.7 million (UGX 21.2 billion) to the programme" Strengthening Uganda's Anti-Corruption Response" (SUGAR) for the period 2017-2021.

SUGAR supports Uganda's anti-corruption and accountability institutions, by increasing their ability to deter, detect and punish maladministration and abuse of office. The project provides direct support to critical functions in the accountability chain and improves the cooperation between different institutions.

SUGAR is being implemented over 60 months by the Department for International Development (DfID) of the United Kingdom. The outputs/results of SUGAR correspond to five critical Government anticorruption priorities, namely (i) the use of audit findings and parliamentary oversight; (ii) the use of administrative sanctions against the misuse of office; (iii) the tracing and recovery of assets belonging to the corrupt; (iv) the investigation, prosecution and adjudication of corrupt individuals and companies; and (v) inter-institutional co-operation across the anticorruption chain.

Through co-funding to SUGAR, the European Union has stepped up its support to improved governance in Uganda. In fact, besides accountability and fight against corruption, the EU is a major donor and Government's partner in Public Finance Management, Justice and Rule of Law, Democracy and Human Rights. The EU widely supports also civil society initiatives thus contributing to reinforcing the demand side of good governance and strengthening State/Non-State relations.
