In a letter sent to the Chairman of the European Union Military Committee General Mikhail KOSTARAKOS, the EUTM RCA Mission Commander Major General Eric HAUTECLOQUE-RAYSZ has declared Full Operational Capability (FOC) on 20 September 2016.
In order to contribute to the defence sector reform (DSR) in the Central African Republic (CAR) within its security sector reform (SSR) process coordinated by MINUSCA (United Nations Integrated Multidimensional Mission in the Central African Republic), and working towards the goal of modernised, effective and democratically accountable Central African Armed Forces (FACA), EUTM RCA is providing strategic advice to CAR’s Ministry of Defence and Military Staff, education to the FACA’s commissioned and non-commissioned officers and specialists, and operational training to the FACA.
The coordination with MINUSCA with a view to ensuring the coherence between the SSR process and the deployment of trained FACA elements is also part of the EUTM RCA mission. EUTM RCA also coordinates closely with the European Union Delegation (EUDEL) to the Central African Republic. With its Mission Headquarters located in Bangui, CAR, EUTM RCA performs the functions of both Operational Headquarters and Force Headquarters and also has a support cell in Brussels. The mandate of EUTM RCA is for a period of two years after having achieved Full Operational Capability (FOC).
