National Parliament hosts International Seminar to Strengthen Parliamentary Engagement in ASEAN

The seminar, held in Dili, was organized under the EU-funded and ITC-implemented project “Support to Regional Integration and Trade”, in close cooperation with TICA. It brought together Members of the National Parliament of Timor-Leste, representatives of the National Assembly of Thailand, and the Deputy Director General of TICA.
A highlight of the event was a comprehensive presentation by the team of the Vice-Minister for ASEAN Affairs, providing an in-depth overview of ASEAN’s structure, processes, and significance. Representatives of the National Assembly of Thailand shared their experience on the legislative role in ASEAN matters, highlighting Thailand’s parliamentary engagement in regional initiatives. These presentations were followed by an interactive question-and-response session, allowing participants to deepen their understanding and exchange perspectives.
The seminar also featured the official presentation of the ITC-produced publication, “Towards ASEAN: A Handbook for Timor-Leste’s Future.” The handbook serves as a strategic guide to help Members of Parliament understand the technical dimensions of ASEAN and actively contribute to Timor-Leste’s path toward full membership.
H.E. Maria Fernanda Lay, President of the National Parliament, underscored the historic nature of ASEAN membership for Timor-Leste, stating:
“ASEAN membership offers a historic opportunity for Timor-Leste to deepen political, economic, and social ties across Southeast Asia, while reinforcing our resilience, stability, and prosperity.”
She also extended her gratitude to the European Union, the International Trade Centre, and TICA for their continued support in advancing Timor-Leste’s regional integration agenda.
Speaking on behalf of the European Union, Mr. Christoph Sorg, Chargé d’Affaires of the EU Delegation to Timor-Leste, reaffirmed the EU’s strong support for Timor-Leste’s ASEAN aspirations.
“In today’s increasingly complex and uncertain geopolitical landscape, the need for strong multilateralism, regional integration, and international cooperation has never been greater. Timor-Leste’s upcoming ASEAN membership is a powerful symbol of its commitment to these values, and the EU stands ready to continue working alongside Timor-Leste to promote and uphold them,” he said.
The seminar provided a vital platform for dialogue, experience-sharing, and capacity building—particularly through insights from Thai parliamentary representatives—aimed at empowering Timorese parliamentarians to assume a proactive and effective role within ASEAN structures.
