Call for Proposals - Provision of Media Monitoring and Analysis Services (April–December 2026)

The Delegation of the European Union to the United Republic of Tanzania and the East African Community (EAC) invites qualified companies, organisations, or consortia to submit proposals for the provision of comprehensive rapid-response media monitoring and analysis services for the period April to December 2026.

The purpose of this assignment is to ensure regular, structured monitoring of media coverage related to the European Union and the broader geopolitical and socio-economic context in which EU–Tanzania relations evolve. This includes stories, themes, narratives, and geopolitical developments that may affect EU visibility, reputation, or strategic interests.

The selected contractor will support the EU Delegation with timely insights, trend analysis, and strategic recommendations to inform communication and outreach efforts.

Scope of Work

The selected contractor will be responsible for the end-to-end delivery of rapid-response media monitoring and analytical services, including the following components:

1) Media Monitoring

The contractor will monitor media coverage relevant to the European Union, including:

  • Direct mentions of the EU, EU Delegation, EU institutions, or EU-funded activities.
  • Key themes, sectors, or policy areas linked to the EU’s geopolitical position, its strategic interests and to the EU-Tanzania partnership (e.g. aviation, democracy and human rights, governance, youth, digitalisation, regional integration, security and defence).
  • Broader political, economic, and geopolitical developments in Tanzania, the region, or globally that may influence perceptions of the EU or its engagement.

Coverage should span multiple media platforms, including:

  • Television
  • Radio
  • Print media (newspapers and magazines)
  • Online news platforms
  • Major digital and social media channels

2) Ongoing Reporting and Updates

The service provider will be expected to propose and implement a reporting approach that ensures:

  • A permanent system of regular updates and ad-hoc alerts on emerging or sensitive issues.
  • Timely monitoring of ongoing or rapidly evolving stories.
  • Flexible reporting formats adapted to the Delegation’s needs.

Rather than a strictly fixed reporting cycle, the contractor should propose a practical methodology for:

  • Rapid updates or alerts on major, sensitive, or fast-developing stories.
  • Thematic or issue-based analyses
  • Periodic summary reports (e.g. monthly or bi-monthly).

3) Analysis and Strategic Recommendations

The assignment is not limited to the collection of media mentions. The core of the service is the provision of timely, clear, insightful analysis and practical recommendations for action.

The contractor will:

  • Provide concise but thorough analysis of trends, narratives, and developments.
  • Identify reputational risks, misinformation, or emerging narratives.
  • Highlight opportunities for communication, visibility, or engagement.
  • Provide rapid, clear, actionable recommendations to inform the Delegation’s communication strategy and responses. 
  • Suggest proactive preventive mechanisms for the EU Delegation in Tanzania

Deliverables

The selected contractor will be expected to provide:

  • Regular monitoring updates and alerts, as agreed in the proposed methodology.
  • Rapid recommendations as relevant
  • In-depth analysis of major or emerging issues where relevant.
  • Periodic summary reports (e.g. monthly or as proposed) including:
    • Overview of key mentions, themes, and narratives
    • Sentiment and tone analysis
    • Key outlets, journalists, and influencers
    • Thematic and geographic trends
  • Practical communication recommendations in each report.
  • A final summary report at the end of the contract period, highlighting overall trends, key narratives, and strategic insights.

Contract Modality and Budget

The maximum available budget for this assignment is EUR 7,000 (all costs included).

The contract will be service-based and flexible, depending on the volume and frequency of monitoring updates and analytical outputs delivered during the contract period. Applicants should propose:

  • A clear pricing structure (e.g. per report, per expert, per update, or service packages).
  • An approach that ensures value for money while maintaining high-quality analysis and responsiveness.

This call is open to:

  • Media monitoring agencies
  • Communications and research firms
  • Public relations agencies
  • Media analysis organisations
  • Consortia with relevant expertise

Applicants must demonstrate:

  • Proven experience in media monitoring and analysis.
  • Capacity to monitor multiple media formats (TV, radio, print, digital).
  • Strong analytical capacity, including narrative and trend analysis.
  • Ability to deliver timely, regular insights and strategic recommendations.

1) Technical Proposal (maximum 5 pages)

Including:

  • Description of the proposed monitoring approach and methodology.
  • Media platforms and outlets to be covered.
  • Proposed reporting structure and frequency.
  • Approach to analysis and recommendations.
  • CVs of experts working on the project
  • Work plan and timeline.

2) Financial Proposal

  • Detailed budget breakdown in EUR.
  • Pricing model reflecting the service-based nature of the contract.
  • All costs included (professional fees, monitoring tools, reporting, etc.).

3) Company or Organisation Profile

Including:

  • Description of relevant experience.
  • Portfolio or examples of similar assignments.

4) Key Personnel

  • CVs or short profiles of key personnel involved in the assignment.
