We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to Bangladesh represents the EU in Bangladesh. We work closely with all of the EU member countries who have diplomatic representation in Bangladesh.

This Delegation represents the EU as a whole, as part of the EU's unified diplomatic corps – the European External Action Service. Our Head of Delegation (Ambassador) is the official representative of the EU in Bangladesh.

The Delegation functions much like an Embassy and represents the EU in its dealings on political issues, trade, development, cooperation, etc.

By engaging with political actors, the media, academics, business circles, civil society and citizens, we raise awareness of EU issues and concerns, and promote a stronger partnership between the EU and Bangladesh.

 

We offer

We offer a post of Project Officer . Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Project Officer – this job function may be changed in accordance with the needs of the Delegation. Under the supervision of the relevant Team Leader and Head of Cooperation Unit (HoC), support to the full project cycle management of development cooperation projects and other development activities related to e-governance, digital public service delivery, innovation in governance, digital transformation and its interconnections with other Good Governance areas as required.

 

Ability to work in a multicultural environment with standard working hours (37.5 hours/week). This is a Group 1 position, based in Dhaka. EU offers an attractive salary (Basic per month: BDT. 258,424 – 542,051).

Selection Criteria

Minimum Requirements:

  1. Medically fit to perform the required duties;
  2. Enjoys civil rights and permits for employment under local law;
  3. Fluency in both Bangla and English writing and oral skills (Minimum level of language knowledge– C1).
  4. Proficient in Microsoft Office.
  5. Bachelor degree in engineering, economics, finance, business administration, law, social/political sciences, public administration, ICTs for development, computer science,  international development or equivalent.
  6. Advanced university degree (Masters or PhD) in fields related to relevant areas of work will be an asset.
  7. At least 3 years of professional experience in fields related to the job objective, with policy, technical assistance, or programme/project management tasks.

 

  1. Previous working experience in required areas of work in a governmental, multilateral, bilateral or civil society organization will be an asset.

 

  1. Motivated and resilient, with ability to work alone and in a team, respecting deadlines. Ability for problem solving and strong analytical and reporting skills. Functions and Duties:

 

Under the supervision of the relevant Team Leader and Head of Cooperation Unit (HoC), support to the full project cycle management of development cooperation projects and other development activities related to e-governance, digital public service delivery, innovation in governance, digital transformation and its interconnections with other Good Governance areas as required.

 

+ POLICY ANALYSIS AND DIALOGUE – Technical Analysis and advice

  • To analyse relevant policies in the above mentioned policy domains in Bangladesh and           propose       improvements for their definition and/or implementation.
  • To actively participate and provide technical & policy inputs in discussions, working groups and fora with the Government of Bangladesh, EU MS, social partners, private        sector and all other interested    stakeholders, including EU HQ services in the above   mentioned policy domains.
  • To analyse/comment policy guidelines and recommendations; to exchange/analyse with EU DEL        colleagues and partners to ensure efficient implementation of operations funded by the EU in the       above mentioned policy domains.

 

+ SPECIFIC PROJECT/PROCESS MANAGEMENT - Project/Process Management

  • Manage projects and programmes in the work areas throughout the whole project cycle (identification and formulation, preparation of agreements and contracts, follow up of implementation, monitoring, evaluation, audit, and dissemination of results).
  • Assist with all aspects of procurement process (including preparation and management of calls for proposals and tenders, evaluation process and contracting) and verify financial and budgetary aspects and monitor financial execution of projects and/or programmes under management, in close cooperation with the Finance and Contract Section of the Delegation.
  • Use effectively the IT management tools, to maintain accurate, comprehensive and up-to- date means for reporting and quality control.
  • Maintain close contacts with relevant partners and stakeholders, including private sector, civil society, and other donors active in the areas of work.
  • Maintain regular reporting on the project and programmes under supervision and contribute to the reporting of the Delegation when requested.
  • When and where required, support/replace other members of the Cooperation team.

 

+ SPECIFIC PROJECT/PROCESS MANAGEMENT - Coordination and Consultation

  • To coordinate work, tasks and maximize synergies in the given policy domains or with other programmes/ policies within the Team, Cooperation Unit and EU DEL.
  • To actively contribute to Team and Cooperation Unit coordination meetings.
  • To inform and explain activities of the EU DEL to third parties.

 

+ BUDGET, FINANCE, CONTRACTS and ACCOUNTING - Financial and contractual management of   projects.

  • To verify the financial and budgetary aspects of projects carried out according to EU regulations.
  • To prepare and negotiate grant, service and supply contracts.

 

+ OPERATIONAL and ADMINISTRATIVE SUPPORT and RESOURCES - Other related duties

  • Perform any other activities and duties in the interest of the institution as required by his/her hierarchy.

The procedure

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
