How the European Union (EU) translates its strategic objectives into concrete results on the ground in Tajikistan.

The strategic objectives for the EU’s projects on the ground in Tajikistan are laid down in the European Union Strategy for a New Partnership 2010 and the Partnership and Cooperation Agreement 2010. EU assistance focuses in particular on support for democratic development and good governance, regulatory reform, institutional development and administrative capacity building, and infrastructure development.

The total value of EU assistance disbursed in Tajikistan since 1992 is estimated at more than €750 million. Assistance is increasingly through combined budget support and technical assistance, first under the Exceptional Financial Assistance (EFA) and Food Security Programme (FSP), and now through the Development Cooperation Instrument (DCI).

The overall EU cooperation objectives, policy responses and priority fields for Tajikistan can be found in the EU Country Strategy Paper for Tajikistan 2014-2020, which foresees a commitment of €251 million over the period, and the Multi-annual Indicative Programme 2014-2020, equivalent to an average annual budget of €35 million.

In addition to the assistance under the DCI, Tajikistan takes part in several ongoing regional and thematic programmes, in areas like border management and drug control, education, water/environment and nuclear safety, human rights and democracy, strengthening civil society and the rule of law, SME development, energy, transport, and peace and stability.
