Portuguese Brigadier General Paulo Neves de Abreu new commander of EUTM-RCA

On Friday, 18 September, Portuguese Brigadier General Paulo NEVES DE ABREU took over from Brigadier General Eric PELTIER (France) as the commander of the European Union Training Mission in the Central African Republic (EUTM-RCA). The ceremony took place at M'Poko – Moana, EUTM’s new camp.

The ceremony was chaired by Vice-Admiral Hervé BLEJEAN, Director of the Military Planning Conduct Capability, along with the presence of the President of the Central African Republic, Professor Faustin-Archange TOUADERA, the Minister Delegate to the Minister of Armed Forces, Ms. Geneviève DARRIEUSSECQ, the Minister of National Defense and Reconstruction of the Central African Army, Ms. Marie-Noëlle KOYARA, the Ambassador for the European Union (EU), Ms Samuela ISOPI, the Deputy Special Representative for MINUSCA, Ms Lisbeth CULLITY, as well as representatives of the diplomatic corps and international organizations accredited in CAR.

In his first address as Mission Force Commander, General Paulo Neves DE ABREU highlighted the importance of the mutual support and proximity, giving through close cooperation with the Central African authorities, the increase and dynamism in support of the regional FACA Headquarters and the creation of a Garrison Army.

EUTM-RCA was launched on July 16, 2016 at the request of the Central African government for an initial two-year mandate. On July 30, the European Council renewed EUTM-RCA's mandate for another two years, until September 19, 2022.

This new mandate will continue to support the Central African authorities in the reform of the defense and security sector. As part of the increase of the Central African Armed Forces (FACA), EUTM-RCA will support the training of new militaries in addition to the reinforcement for the North-West regional FACA Headquarters (EMZD). In the future, the mission will also support the setting-up and deployment of the EMZD of N’DELE and BANGASSOU.

Engage in three main sectors (strategic advice, operational training and education), EUTM-RCA will continue to support CAR in the strengthening of its defense tool.

Officially launched on 16 July 2016, EUTM-RCA trained over 6,000 soldiers, men and women, of the Central African Armed Forces (FACA). The overall goal is to build a future modernised, effective, ethnically balanced and democratically accountable Central African Armed Forces by providing strategic advice to the Ministry of Defence and the Joint Staff, and practical trainings and courses to the FACA.
