Madam High Commissioner,

Thank you for your report and for the conference paper on systemic racism. Last year’s incidents of racially motivated violence brought to light once again the persistence of racism and discrimination in our societies.

For the EU it has led to a renewed determination to bring existing policies against racism to the next level and step up action. In September 2020 the European Commission adopted its first ever EU Anti-Racism Action Plan, in March 2021 the Commission and the Portuguese Presidency organised an important Summit Against Racism, and in May 2021 a new Anti-racism Coordinator was appointed whose task it is to bring anti-racism action to the core of the European Institutions. We see this as the beginning of a new path and the start of a constant engagement.

The EU will continue to engage constructively in the UN on combating racism, racial discrimination, xenophobia and related intolerance worldwide, to ensure full and effective implementation of the International Convention on the Elimination of All Forms of Racial Discrimination.

Madam High Commissioner,

As you highlight in your report, it is important to develop intersectional approaches. One of the areas where this is needed concerns law enforcement. The EU recognises this challenge and is determined to continue to address it.

One of your recommendations in this regard is that a comprehensive effort is required to ensure a human-rights based approach to policing. Could you elaborate on how to promote this in practice?
