Tashkent, June 30, 2020 - The first ever TAIEX DEVCO activity (Technical Assistance and Information Exchange Instrument of the European Commission) in Uzbekistan co-organized with State Committee on Statistics allowed EU experts from Czech Republic, Estonia and Italy to share knowledge in strategic planning and preparing for the next population census of Uzbekistan.
In February 2019, President Shavkat Mirziyoyev signed Decree on the approval of the concept of carrying out a population census. In November 2022, Uzbekistan will hold its first population and housing census since in 1989.
The workshop (webinar) aimed at strengthening the capacity of the State Committee on Statistics (SCS) and the State Committee on Land Resources, Geodesy, Cartography and State Cadastre (SCLRGCSC) in preparing, implementing and assessing the 2022 population and housing census, particularly on cartography and data processing techniques. It will also help to reform the national statistics system.
In his welcoming speech, Deputy Chairman of the State Committee on Statistics Makhmudjon Ziyadullaev thanked the European Union for the productive partnership and expressed the hope for future cooperation.

For any government, accurate data collection and analysis are essential for smart policy and budgetary decisions in order to reach those most in need. With the support of experts from the Czech Republic, Estonia and Italy, this webinar serves as an example of Team Europe cooperation in Uzbekistan. The EU stands ready to continue joining forces for more tailored and beneficial support to Uzbekistan’s reforms and mitigation of the socio-economic consequences of COVID-19”, pointed out Mr. Jean-Louis Ville, Acting Director for Asia, Central Asia, Middle East/Gulf and Pacific of DG DEVCO.
During the workshop, the participants acquired knowledge and skills to identify: a) key factors to be taken into account for planning in the different census areas, b) methods for data collection, IT systems and data processing phases, c) methods for evaluating the census operation in terms of census coverage and data quality. Additionally, participants will be able to envision the immediate next steps after conducting the census and the role of communication activities as they directly affects the current planning stage as well.
TAIEX DEVCO is the Technical Assistance and Information Exchange Instrument (TAIEX) designed for partner countries and territories covered by Directorate-General for International Cooperation and Development (DEVCO). It provides rapidly mobilised short-term technical support using European Union Member States’ public sector experts in response to requests for assistance from public institutions in partner countries. In order to ensure the maximum impact, TAIEX DEVCO aims at strengthening the national development policy context and supporting the achievement of the Sustainable Development Goals, in line with the EU commitments to the Agenda 2030. This event in Uzbekistan is the first TAIEX DEVCO activity in Central Asia.
