On 23-24 February 2016, Turkey hosted, in Istanbul, the third Somalia High Level Partnership Forum (HLPF) co‐chaired by Somali Federal President, Hassan Sheikh Mohamud, and UN DSG Jan Eliasson. President Erdogan also chaired part of the proceedings.

Once again civilians have been targeted in attacks in Mogadishu, Somalia.

We extend our condolences to the families of the victims and wish a rapid recovery to the injured in the attack.

The European Union remains committed to supporting Somalia and calls on the Somali authorities, the forces of the African Union mission AMISOM and all members of the international community to unite and intensify their efforts to rid the country of terrorism.

The February meeting of the Foreign Affairs Council saw discussions on Syria, an action plan on climate being adopted and the lifting of most of the restrictive measure on Belarus.

 

Speaking to the press after the meeting EU High Representative Federica Mogherini said she debriefed the EU Foreign Ministers on the work of the International Syria Support Group in Munich last week. She stressed that there was "complete unity" that all sides must stick to their commitments made just four days ago. She said the setbacks were not a reason to change policy.

The European Union jointly with the Government of Puntland launched the second phase of the Puntland Education Sector Support Programme. The Waxbarashadu Waa Iftiin (Education is Light) phase II programme launched today is implemented by a consortium of NGOs comprising CARE, Save the Children, ADRA and VU Amsterdam University, and in close coordination with the Ministry of Education, Puntland.

High Representative Federica Mogherini and Dutch Minister of Defence Jeanine Hennis-Plasschaert co-chaired on Friday the informal meeting of Defence Ministers in Amsterdam. The event, organized  by the Netherlands EU presidency, was a fruitful occasion to take stock on the Common Security and Defence Policy (CSDP), with an eye on the ongoing military missions and operations in in the Horn of Africa, the Central African Republic and the Sahel region. The situation in Libya and Afghanistan were also part of the discussion.

Today's decision by the Federal Government of Somalia on a model for the electoral process in August this year is an essential step for the country.  The comprehensive national consultations in the past months and the spirit of compromise demonstrate the commitment of the Somali Federal and regional leadership to put Somalia's interest first.  

The pledge that women and minorities should play a significant role is important.

The attack carried out today by Al-Shabaab on an Hotel in Mogadishu, Somalia, is an act of terrorism by those who want to undermine progress towards a stable and secure Somalia. We stand by Somali authorities in fighting terrorism.
