Support to Civil Society, Local Authorities and Human Rights in Somalia

 

The Delegation of the European Union to the Federal Republic of Somalia is seeking proposals for actions in Somalia with financial assistance from three Lots - the "CSO" thematic budget line: (BL No. 21.02.08.01), "LA" thematic budget line: (BL No. 21.02.08.02) and "EIDHR" thematic budget line: (BL No. 21.04.01.00).

 

The global objective of this Call for Proposals is to provide financial support to Somali and international civil society organisations and/or local authorities in order for these entities to work on actions that promote and help build a more stable, resilient and accountable society.

 

The overall indicative amount made available under this Call for Proposals is EUR 7,950,000 in 3 Lots.

 

The specific objectives include:

 

Lot 1 - Civil Society Organisations (CSOs) in development (Indicative allocation – EUR 4,950,000)

 

  1. Actions in support of quality media production

    Lot 2 - Enhancing local authorities contribution to good governance and the development processes in Somalia (Indicative allocation – EUR 1,300,000)

     

  4. Local Authorities as actors of enhanced local governance

  5. Strengthening the capacity of LAs as welfare providers and promoters of inclusive and sustainable growth at local level

     

    Lot 3 - Democracy and Human Rights (Indicative allocation – EUR 1,700,000)

     

  6. Actions in support of increased access to justice and enhancing protection of civilians

  7. Strengthening CSO's role in providing oversight and human rights observation.

     

    The Contracting Authority reserves the right not to award all available funds.

Should you be interested in attending any of the sessions in Somalia and Somaliland, please send an email by Thursday, 24th March 2017 to delegation-somalia@eeas.europa.eu indicating: session to be attended, name, surname, nationality and email address of the persons who are going to participate as well as their organisation (max. two participants per organisation).

 

No costs incurred by the applicants for attending this information session are reimbursable.


 

[1] Note that according to the financial regulation, in direct management, lead applicants must be notified the outcome of the evaluation of their applications within 6 months following the submission deadline of the full application. This time-limit may be exceeded in exceptional cases, in particular for complex actions (including multi-beneficiary calls), large number of proposals or in case of delays attributable to the applicants.

[2] Note that according to the financial regulation, in direct management the grant contract must be signed within 3 months following the notification of the award decision.
