Support to Civil Society, Local Authorities and Human Rights in Somalia

 

The Delegation of the European Union to the Federal Republic of Somalia is seeking proposals for actions in Somalia with financial assistance from three Lots - the "CSO" thematic budget line: (BL No. 21.02.08.01), "LA" thematic budget line: (BL No. 21.02.08.02) and "EIDHR" thematic budget line: (BL No. 21.04.01.00).

 

The global objective of this Call for Proposals is to provide financial support to Somali and international civil society organisations and/or local authorities in order for these entities to work on actions that promote and help build a more stable, resilient and accountable society.

 

The overall indicative amount made available under this Call for Proposals is EUR 7,950,000 in 3 Lots.

 

The specific objectives include:

 

Lot 1 - Civil Society Organisations (CSOs) in development (Indicative allocation – EUR 4,950,000)

 

  1. Actions in support of quality media production
  2. Support to women and youth as a vector of community change for peace
  3. CSOs contribution in promoting culture.

 

Lot 2 - Enhancing local authorities contribution to good governance and the development processes in Somalia (Indicative allocation – EUR 1,300,000)

 

  1. Local Authorities as actors of enhanced local governance
  2. Strengthening the capacity of LAs as welfare providers and promoters of inclusive and sustainable growth at local level

 

Lot 3 - Democracy and Human Rights (Indicative allocation – EUR 1,700,000)

 

  1. Actions in support of increased access to justice and enhancing protection of civilians
  2. Strengthening CSO's role in providing oversight and human rights observation.

 

The Contracting Authority reserves the right not to award all available funds.
