What we do

The Delegation of the European Commission to Russia was opened in Moscow in February 1991.

Starting from 1 December 2009 with the Lisbon Treaty entering into force, the Delegation of the European Commission is transformed into the Delegation of the European Union to Russia.

The Delegation in Moscow is one of over 140 European Union Delegations around the world.

The Delegation has the status of a diplomatic mission and officially represents the European Union in Russia.

The Delegation's mandate includes the following:

  • To promote the political and economic relations between Russia and the European Union by maintaining extensive relations with governmental institutions and by increasing awareness of the EU, it’s institutions and its programmes;
  • To monitor the implementation of the Partnership and Cooperation Agreement between the EU and Russia;
  • To inform the public of the development of the EU and to explain and defend individual EU policies;
  • To participate in the implementation of the European Union's assistance programmes.

Welcome to the website of the Delegation of the European Union to the Russian Federation. This website is a source of information and news on the latest developments in EU-Russia relations, a window for our partners and to our activities in Russia.

The EU is a unique political, economic and security union integrating 27 countries which decided to tie their destinies together for greater prosperity, stability and peace. Awarded the Nobel Peace Prize in 2012, it has proudly celebrated its 60th anniversary in 2017. It is therefore my honour to represent the interests of the European Union and its Member States in Russia.

For a number of years, the European Union and Russia have worked on the implementation of a strategic partnership based on the principles of democracy, rule of law, political and economic freedom, and commitment to international peace and security. Since 2014 these relations have been seriously affected by the illegal annexation of Crimea as well as the destabilisation of eastern Ukraine. Progress on and the implementation of the Minsk agreements will be of pivotal importance for making a major difference in our relationship.

My mission is to work on the improvement of EU-Russia relations in pursuance of EU interests. The EU and Russia are two big and interdependent neighbours on our continent. Therefore we need to strive to forge mutually-beneficial relations based on international law, mutual trust and common interests.

We can build on past achievements.  The European Union remains Russia`s main trading and investment partner, Russian students are the first beneficiaries of the Erasmus + programme and we have a wide range of contacts and exchanges established between our two peoples in the spheres of science, culture or tourism.

Furthermore in a more complex and interconnected world, the EU and Russia need to cooperate on global challenges, such as terrorism, hybrid threats, economic volatility, climate change, energy insecurity and regional conflicts.
