The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to North Macedonia is one of those 140 delegations. The Delegation of the European Union is the liaison between the national authorities and EU institutions. Since the decision taken by the European Council to recognise the country as a candidate for EU membership, the work of the Delegation of the European Union has focused increasingly on monitoring and reporting on compliance with the political and economic criteria for membership of the EU, and alignment of legislation with EU legislation as well as capacity to implement and enforce it.

One of Delegation's key tasks is to inform the authorities, institutions, media and citizens of the Republic of North Macedonia about the pre-accession process and about the EU institutions and policies. It also maintains regular contacts with academic institutions, business community and representatives of the civil society.

We offer a position of Accounts clerk in Administrative Section.

The jobholder will work under the supervision and responsibility of the Head of Administration to ensure receipt, control, execute and monitor bank payments on a daily basis; processing invoices and recording payments and other general administrative duties.

The selected candidate will be offered a full-time employment contract ("local agent" type contract - Group III) on indefinite period.

Working time: 37.5 working hours/week.

Functions and duties

The successful candidate will perform the following tasks:

  • Receipt, control, execute and monitor bank payments on a daily basis (operational expenses, P&I projects and tenders’ payments)
  • Processing invoices and recording payments in the ABAC system (including cash and imprest account payments)
  • Registration and follow up of LEF/BAF (operational expenses and P&I projects)
  • Acting substitute for Administrative Assistant position for budgetary matters
  • Preparation, follow-up and filing of VAT, and excise reimbursement requests for the Delegation.
  • Recording of office bills for excise in Customs application SOCDAD system
  • Preparation of Customs Declaration in Customs SOCDAD system
  • Assisting and registering of private bills for excise in Customs SOCDAD system
  • Project coordinator for implementation of the Customs SOCDAD system
  • Regular communication with state authorities such as Public Revenue Office, Central Register, and Customs
  • Follow up of state regulations including revenue and customs’ rules, procedures, and legal regulations
  • Communication with local suppliers and follow up with contracts’ execution
  • Registration, filing and archiving of documents and their introduction in the appropriate IT database
  • Assisting new staff members in their integration

Eligibility criteria

Candidates for this local agent post should fulfil the following requirements:

  Education:  Upper secondary education or equivalent in a relevant field (accounting, finance or business administration  
  Experience:  have at least three years relevant experience linked to the tasks requested,  

have a native command of Macedonian; excellent written and spoken English; knowledge of Albanian on B1 level would be considered as an asset

  Knowledge:  IT tools for specific application areas; IT tools for Finance, Budget, Contracts and Accounting; IT tools for office automation, MS Office applications  

Selection criteria

Candidates should:

  • Have experience in accounting and accounting techniques and principles
  • Have a high level of accuracy and attention to details
  • IT skills, particularly in the use of spreadsheets and database applications
  • Have the capacity to create constructive working relations with key partners in the country, building up a local network
  • Have strong drafting and analytical skills
  • Have knowledge of external relations, internal policies and functioning of the European Union
  • Have the ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment
  • Experience in dealing with confidential and sensitive information ensuring discretion, empathy and confidentiality
  • Demonstrated initiative and self-motivation with the capacity to take responsibility for all tasks undertaken
  • Strong organisational and time management skills with ability to prioritise competing demands and tasks in order to meet deadlines
  • Excellent command of the local language, both written and spoken
  • Excellent knowledge of English or French (both would be an asset)

Furthermore, the following would be considered as an asset:

  • Working knowledge of another EU official language would be an asset
  • Capacity to work in a multicultural team, showing good interpersonal skills
  • Good communication skills with both internal and external contacts
  • Experience working for diplomatic or international organization on similar tasks
