Under Policy and Alliances, co-funded by the European Union (€12 million) and the German Federal Ministry for Economic Affairs and Climate Action (€1 million), German development agency GIZ is responsible for driving policy development and building strong partnerships for a climate-smart, low-carbon circular economy.

This tender aims to analyze and improve the CE policy landscape in the Philippines, identifying gaps and proposing implementable strategies for waste reduction, resource efficiency, and climate adaptation and mitigation.

🔍 Key activities include:

• Reviewing existing Circular Economy related policies (e.g., RA 9003), assessing alternative policy options (economic, social, and environmental impact), and recommending policy improvements
• Developing the National Circular Economy Framework, including Circular Economy strategies for selected sectors, and harmonizing Circular Economy approaches.
• Offering technical guidance and support for demonstration projects.
• Providing strategic and technical advice to guide implementation.
