Consultation Process with CSOs on Midterm Review of Indicative Strategy Paper for Albania (ISP), 2014-2020

The EU Delegation to Albania is launching the process of midterm review of the Indicative Strategy Paper  for Albania (ISP ) for 2014 - 2020. TACSO Albania office is engaged in this process to facilitate such consultation, collect inputs and develop a consolidated paper with contributions from civil society organizations in Albania. This is the first step in the process with several stakeholders including: public institutions, international partners, independent institutions and civil society organizations. In the coming months there will be organized round table meeting and discussions once a first draft of the revised strategy is established.
The ISP for Albania sets out the priorities for EU financial assistance for the period 2014-2020 to support Albania on its path to accession. It translates the political priorities set out in the enlargement policy framework into key areas where financial assistance is most useful to meet the accession criteria. The Strategy Paper will be subject to a mid-term review as foreseen in the IPA II regulation (Art. 6- Reg. 231/2014). Some of the key aspects to consider for the assessment and revision of the ISP include:

  • Developments in relation to Enlargement policy framework;
  • Developments at the level of IPA II beneficiaries or the enlargement countries;
  • Developments in relation to conditions for implementation.

The midterm revision of the ISP will consider as well specific developments related to issues which have been brought up in EU strategy documents since the ISP was drafted in 2014, and also important developments that have taken place ever since, such as Connectivity Agenda, climate change, migration and economic governance and where reforms or investments are most needed to meet accession criteria.
