The local government system and broad policy intentions regarding decentralisation are enshrined in the Constitution (chapter 20) and relevant legislation (the Local Government Act 1993 superseded by Local Governance Act 2016 (936)). Over the last decades, the Government of Ghana has gradually developed a more explicit policy framework for reform of the public sector along the principles of decentralisation by devolution to the Metropolitan, Municipal, and District Assemblies (MMDAs) and de-concentration to the Regional Coordination Councils (RCCs).
