EU Explanation of Vote on UNRWA, 221st Executive Board, UNESCO

I have the honour to speak on behalf of the EU and its Member States.

The EU is a strong, predictable and reliable partner of the UN and the multilateral and rules-based international order of which UNRWA is a part.

The EU together with its Member States is UNRWA’s biggest donor. 

UNRWA provides basic education to over 500,000 Palestine refugee children and youth. UNESCO has been instrumental in advancing UNRWA’s education program, which the EU supports given that it ensures rights of children and youth to education, including during times of emergencies. 

It is essential that UNRWA can continue carrying out its crucial work in line with its mandate adopted by the UN General Assembly in 1949 and renewed since. 

The EU is committed to continuing its support to the Agency, and monitors and evaluates the implementation of the Independent Review’s Recommendations through the Action Plan while emphasizing the need to ensure accountability and strengthen internal investigations and oversight mechanisms.
