A Dutch Overseas Territory located in the northern part of the Leeward Islands, Saba’s total area is 13 km², and its capital is The Bottom. Its population numbers around 2 000. In October 2010, Saba became a "special municipality" of the Netherlands (along with Bonaire and Sint Eustatius). Tourism is Saba's economic mainstay.
Under the 11th EDF, Saba benefits from €3.5 million in financial assistance from the EU. It is proposed to focus cooperation on renewable energy.
Under the 10th EDF, Saba was allocated €3 million, which was focused on a continuation of the 9th EDF project into urban infrastructure, which provides social housing infrastructure.
At the same time, Saba is a beneficiary of the EDF-OCT Caribbean regional envelope of €40 million, which will focus on developing sustainable energy and marine biodiversity in the Caribbean. Saba is also one of the beneficiaries of a €15 million programme under the 10th EDF regional envelope for the Caribbean OCTs which focuses on stimulating the growth of Small and Medium Enterprises (SMEs). The programme is enhancing economic competitiveness and lessening social, economic and environmental vulnerabilities.
