The Mid-term Review of the European Joint Strategy in support of Palestine 2017-2020 was commissioned by the European Commission and carried out by the consultancy firm GDSI end of 2019. The specific objective of the Mid-Term Review was to get an independent outside view whether the European Joint Strategy (EJS) in support of Palestine has been able to 'collectively address Palestinian development priorities and needs' and enabled European Development Partners (EDPs) to work collectively 'in support of Palestine's own planning'. In summary, the evaluation concluded that the EJS has contributed to aid effectiveness and enhanced partnership and coordination among EDPs and with PA institutions and has confirmed the frontrunner status of Palestine as regards joint programming. However, substantial efforts invested in the past have not yet allowed to lower transaction acts for most EDPs. EDPs bilateral programming processes and documents are still mostly done in parallel following their capitals requirements, while, at the same time, ‘joint implementation’ mechanism remain limited.
