From 2007 to 2010, he worked on Maghreb/Middle East issues and European institutional law at the Ministry of Foreign Affairs of Portugal. He subsequently served as Deputy Head of Mission and Consul at the Portuguese Embassy of Egypt (2010-2014) and Guinea-Bissau (2014-2018).

Ambassador França was born in Lisbon in 1981. He studied Law at the Catholic University of Portugal in Lisbon (Bachelor of Law, 2004) and Political Science at the College of Europe in Bruges (Master, 2005). He is married with two children. He is a dual Portuguese/French national and fluently speaks Portuguese, French, Arabic and English.
