On 20 October, the Bolivians voted in elections whose process raised legitimate doubts regarding its transparency and credibility, causing civil unrest and international concern. The Organisation of American States (OAS) Election Observation Mission in its preliminary report severely questioned the process and the Government of Bolivia invited an OAS binding audit.

 

The publication today of the OAS audit report confirmed several shortcomings that put in question the integrity of the announced results. As indicated in the audit conclusions and previously stated by the OAS and the European Union, a new election with a renewed and independently appointed electoral authority is necessary to restore trust and credibility in the Bolivian democratic system.

 

A return to stability in Bolivia requires a new and timely electoral process that is credible and which faithfully reflects the will of the people. A new Electoral Court should be appointed that can offer guarantees of transparent elections. 

 

We note positively the government’s announcement to move swiftly in this direction. We call on all parties, especially on the authorities, to assume their democratic responsibilities and take the appropriate decisions that will allow quick reconciliation and avoid further violence.

 

Over the last years, the EU has consistently supported Bolivia’s development, including the strengthening of democratic institutions and the rule of law. We will continue to offer our support to ensure that Bolivia recovers and consolidates its democratic institutionality.
