The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

 

The EU Delegation to the West Bank and Gaza Strip ("the Delegation"): The basis of the EU's work is its long-standing commitment to the vision of an independent and sovereign state of Palestine living side by side with Israel in peace and security. The EU works closely with the Palestinian Authority (PA) to build viable institutions that are essential to run a democratic state. The bottom-up process of building the institutions of the future Palestinian state is complemented by political work. The EU – with the UN, the US and Russia – is a member of the so-called Quartet which mediates between the two parties in an effort to advance the two-state solution.

 

We offer a post of Finance and Contracts Manager for an indefinite period. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Finance and Contracts Manager – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff and will be responsible for the Financial and contractual management of development and cooperation projects implemented by the Delegation under the supervision of the Head of Finance, Contracts and Audit (FCA) Section.

 

The working hours are Mondays to Thursdays from 8:30 to 17:00 and Fridays 8:30 to 14:00 with a compulsory 30 minutes' minimum lunch break. The place of employment is 5, George Adam Street, Jerusalem with possible missions. This is a group 1 post.

I. Functions and Duties:

  • Contractual monitoring
    • Forecasts and progress reports on contractual activities within a project
    • Responsibilities as GESTFIN (financial initiator) for projects and contracts in agent’s portfolio both in the relevant IT tools (CRIS, ABAC, etc.) and on paper files
    • Quality control on financial circuits
    • Quality control in relevant IT tools (CRIS, ABAC, etc.)
    • Ex-ante monitoring of procurement procedures and of calls for proposals conducted by beneficiary country in the indirect (formerly de-centralised) management mode
  • Procurement project management
    • Ensuring timely publication of procurement procedures and calls for proposals where necessary
    • Examination of requests for endorsement by the Delegation procurement procedures and calls for proposals conducted under the indirect (formerly de-centralised) management mode
    • Ensuring the compliance of legal commitments (contracts, and in particular grant agreements) and their addenda with relevant rules and procedures for EU external actions as well as with templates and check-lists in force, including the entry of relevant data in IT tools (CRIS, ABAC, etc.), establishing contacts with external stakeholders (contractors, grant beneficiaries, counterparts with the beneficiary country’s administration), where necessary
    • Acting as secretary to evaluation committees appointed by the Head of Delegation in procedures under direct management
    • Acting as observer in evaluation committees for procedures conducted by the beneficiary country under the indirect management mode
    • Examination of deviation requests
  • Financial monitoring
    • Forecasts and progress reports on payment activities
    • Monitoring of timely payment of invoices and of timely recovery of outstanding amounts
    • Financial analysis of various nature
    • Quality control on payment circuits
    • Supporting and/or conducting financial audits
    • Performing on site monitoring visits to assess project progress in line with the principle of sound financial management
  • Financial project management
    • Registering and validating payment orders in the relevant IT tools (CRIS, ABAC, etc)
    • Registering and validating recovery orders and forecasts of revenue in the relevant IT tools (CRIS, ABAC, etc)
    • Follow-up of financial and contractual deadlines of projects, in particular closure of old and outstanding projects
    • Follow-up of financial guarantees
    • Performing on site monitoring visits to assess project progress in line with the principle of sound financial management
  • Audit, Control and Inspection
    • Analyse financial reports and statistics
    • Assist to establish audit plans
    • Assist with audit missions
    • Follow up of audit reports
  • Other tasks related to financial management
    • Financial research and analysis, as needed
    • Support to the (Deputy) Head of Section in the daily tasks on procurement, reporting, monitoring, auditing and financial management as requested

 

Selection Criteria

Minimum Requirements:

  • University degree in Economics, Finance, Accounting, Business Administration, Audit or equivalent

  • Minimum 3 years of relevant experience in financial management, auditing or procurement required
  • Computer literacy in standard office IT tools required
  • Excellent knowledge of English and Arabic;
  • Medically fit to perform the required duties;
  • Enjoys civil rights and permits for employment under local law;

 

The following will be considered an asset:

  • Relevant Postgraduate degrees in relevant fields.
  • Experience in the relevant departments of a public administration or of a company in the private sector operating at international level would be an asset.
  • Experience with Enterprise Resource Planning (ERP) systems (e.g. Commission tools ABAC, CRIS, or others such as SAP, Oracle etc.)
  • Hebrew – ability to understand B1, ability to read B1, ability to speak B1, ability to write B1

  • Analysis and problem-solving: Ability to determine the most important points and come up with concrete and, if necessary, creative solutions. Ability to formulate well-founded judgments and to write well-founded reports.

  • Resilience: Ability to stay efficient in case of elevated workload as well as ability to adapt to an evolving work environment. Ability to learn quickly.
  • Communication: Need to communicate efficiently and quickly as well as in a structured and effective way.
  • Working with others: Ability to work within a team as well as in an international and multicultural environment.

The procedure

 

After the deadline, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application. The short-listed candidates will be invited to a written test. The candidates with the best results will then be invited to interviews.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this Vacancy Notice to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
