Joint Statement of Heads of Diplomatic Missions in South Sudan on the High Level Revitalization Process on ARCISS

The Heads of Mission of Canada, The African Union Mission in South Sudan, Demark, the European Union Delegation, France, Germany, Japan, the Netherlands, Nigeria, Norway, South Africa, Sweden, Switzerland, the United Kingdom and the United States of America issue the following statement from Juba, South Sudan:

The Heads of Mission reaffirm their strong support for the efforts of the Intergovernmental Authority on Development (IGAD) to host a High Level Revitalization Forum (HLRF) on the Agreement on the Resolution of the Conflict in the Republic of South Sudan.

The Heads of Mission are deeply concerned by the humanitarian, economic and security situations in South Sudan, and believe that current IGAD efforts hold the key to stabilising the country and setting the conditions for a durable peace.

The Heads of Mission remain committed to supporting peace in South Sudan, which must be achieved through inclusive dialogue among stakeholders, including meaningful engagement with women, youth, and the broader South Sudanese civil society.

The Heads of Mission urge all parties to the HLRF to negotiate constructively, genuinely, and in good faith to end the suffering of the people of South Sudan. An immediate and unconditional cessation of hostilities, a permanent ceasefire, and full humanitarian access must be agreed upon and implemented by all the parties to the conflict for the HLRF to be successful.

Heads of Mission take note of the communiqué of the African Union Peace and Security Council adopted following the 720th meeting held in September 20, 2017 on the sideline of the UN General Assembly in New York. The Heads of Mission agree with the communiqué that the IGAD-led HLRF provides the best chance for the parties to achieve sustainable peace and stability in South Sudan. It is important that those who work against peace in South Sudan know, that they will be held accountable for their actions, and that there will be costs and consequences for doing so.

Heads of Mission expect the HLRF to deliver real and concrete progress towards peace in the Republic of South Sudan.
