Support to Structured Dialogue with Civil Society in Namibia

04.08.2025

The project aims to enhance structured dialogue between the EU Delegation (EUD), EU Member States (MS), and Namibian Civil Society Organisations (CSOs), ensuring participatory and inclusive policy engagement. This initiative aligns with the EU’s Roadmap for Engagement with Civil Society and seeks to institutionalize structured dialogue as a permanent platform for exchange. Additionally, the project provides operational support to the Youth Sounding Board (YSB), strengthening youth engagement in EU-Namibia cooperation.

A Coordinating Committee for Structured Dialogue (CCSD) will be established, responsible for guiding the dialogue process with a strategic framework for structured dialogue. Thematic dialogue events will be held throughout the project, with a focus on on Namibia’s Multi-Annual Indicative Programme (MIP) priority areas. A monitor and evaluation system is to be established to refine engagement strategies over time. Finally, the project plans to ensure that the insights and recommendations from the structured dialogue contribute to key EU strategic documents, including the CSO Roadmap for Engagement and the Gender Action Plan.

Expected outcomes include enhanced youth engagement and CSO participation in policymaking. The project hopes to create an institutionalised and sustainable structured dialogue between the EU, Member States, and Namibian civil society and strengthen accountability and transparency in governance and development strategies.
