EU Global Facility supports Mozambique’s final push toward FATF Grey List exit

The EU remains commitment to supporting Mozambique’s reform path and global efforts in the fight against money laundering and terrorist financing.

 

As Mozambique prepares for the crucial FATF Joint Group onsite visit in September 2025, the EUGlobalFacility held a three-day workshop in Maputo (16–18 July 2025) to support the country’s final preparations in demonstrating its progress in addressing the FATF Action Plan.


The workshop brought together key public and private stakeholders from Mozambique for an intensive simulation of the upcoming FATF Joint Group onsite visit. Designed to mirror the structure and demands of a real FATF assessment, the exercise provided participants with a unique opportunity to rehearse their roles, refine their documentation, and receive targeted feedback. 

The event culminated in a high-level meeting with Mozambique’s Executive Coordination Committee, President, Prime Minister, and senior decision-makers. This demonstrated the country's strong political commitment to tackling financial crime and meeting international AMLCFT standards to demonstrate readiness for Grey List removal.

Since being placed on the Grey List in October 2022, Mozambique has worked closely with the EU Global Facility to address the remaining FATF Action Plan elements, with support ranging from:
  • Institutional capacity building
  • Inter-agency coordination
  • Beneficial Ownership transparency
  • Gambling sector oversight
  • Data and justice statistics
  • Enhanced donor coordination

This workshop was held in coordination with an Eastern and Southern Africa Anti-Money Laundering Group (ESAAMLG) mission financed by the EU-funded SecFin Africa project, also supporting Mozambique for the same objective. This collaboration reflects a successful European approach in assisting partner countries with their AML/CFT reform journeys.

The workshop was yet another testament to the EU’s continued commitment to supporting Mozambique’s reform path and to global efforts in the fight against money laundering and terrorist financing.
