EU-funded Twinning Project is seeking to recruit an Assistant to the RTA (Resident Twinning Adviser) and an RTA language assistant.

EU Funded Twinning Project under the ENI Programme ENI/2019/411-468 implemented jointly by Finland, Estonia, France and Armenia “Support to Further Implementation of Civil Service Reform in Armenia”, AM 16 ENI JH 01 19 is seeking to recruit:

  1. Assistant to the RTA (Resident Twinning Adviser)
  2. RTA language assistant

Contract will come to force no later than 01.03.2020 and last until 12.10.2021.

Monthly gross salary is 1500 €.

Positions are located in the Civil Service Office of the Republic of Armenia, 89 Teryan Street, Yerevan 

  1. Assistant to the RTA (Resident Twinning Advisor)

Qualifications:

  • Relevant university degree
  • Native in Armenian and fully fluent in English
  • At least 3 years, preferably 5 years relevant professional experience
  • Previous experience in donor funded projects
  • Previous experience in EU and especially Twinning project is a strong asset
  • Proven knowledge of Armenian public administration is a strong asset
  • Computer literate (MS Office programmes, email, Internet)
  • Capability to work under pressure and heavy work load
  • Capability for both independent and team work

 

Job description:

  • Assisting RTA in organization of experts’ missions, trainings, seminars, workshops, steering committee meetings, and other project events, as well as providing general local assistance in everyday life of RTA
  • Drafting of written materials with relation to the project in Armenian and English
  • Overall management of the office administration, including filling, organizing trainings, expert missions, local travels, general desk office work etc.
  • Organization of meetings in cooperation with Beneficiary Country partners, preparing meeting agenda and taking minutes
  • Developing and maintaining close working contacts and relationships with Beneficiary Country officials involved in each of the activities
  • Act as a translator and interpreter when needed
  • Drafting and editing minutes of meetings, assisting to the RTA in drafting and editing monthly, quarterly and final project reports and any other relevant documents
  • Arrangement of travel, booking accommodation and organisation of study visits
  • Office management and general correspondence
  • Replace and supplement translator/interpreter when needed;
  • Perform other tasks assigned by the RTA

 

  1. Language assistant

Qualifications:

  • Relevant university degree, preferably in studies of English language
  • Native in Armenian and fully fluent in English
  • Previous experience as interpreter and translator from Armenian to English and vice versa
  • Previous experience in translation of legal texts is a strong asset
  • At least 3 years relevant professional experience
  • Previous experience in donor funded projects
  • Previous experience in EU and especially Twinning project is a strong asset
  • Proven knowledge of Armenian public administration is a strong asset
  • Computer literate (MS Office programmes, Internet, email etc)
  • Capability to work under pressure and heavy work load
  • Capability for both independent and team work

 

Job description:

  • Act as a language assistant to the RTA and assist visiting short term experts
  • Translate written materials with relation to the project in Armenian and English
  • Interpreting during missions, meetings, workshops, seminars, trainings and other project events
  • Develop and maintain close working contacts and relationships with officials involved in the project activities
  • Cooperate and work with RTA’s assistant in daily management of the project related activities.
  • To support in administrative and project management tasks when needed
  • Perform other tasks assigned by the Resident Twinning Advisor (RTA)

Clearly indicate in the application letter the position which the application is submitted for (“RTA assistant” or “language assistant”). According to the EU Twinning regulations, persons who are working or have worked during last 6 months in Armenian public administration are not eligible to apply. Applications received after the closing deadline or submitted in other languages than in English will not be considered.

 

Only shortlisted candidates will be notified and accordingly invited to attend an interview. The interviews are foreseen to take place from February 12 – 14, 2020, in Yerevan. Selected assistants will sign a service provider contract with the MS administration.

 

The above mentioned Twinning project is funded by the European Union and will be implemented as a joint project between HAUS Finnish Institute of Public Management Ltd and the Civil Service Office of the Republic of Armenia.
