Support to the Ministry of Public Administration for implementation of the Optimisation Plan at central level-Key expert 1 (Junior)

In order to support the increasing assistance and accession process, the Delegation of European Union to Montenegro is looking for an expert in the following project to provide services for a total of 400 working days over the period of 24 months (contract duration):

 

1. Key expert 1 (Junior expert)

 

Description of the project:

"Support to the Ministry of Public Administration for implementation of the Optimisation Plan at central level"

This project will support the implementation of the Optimisation plan, which was adopted on the Government session in July 2018 and its implementation is in process. In this respect, this contract will support the Ministry of Public Administration and the relevant teams for optimisation through a daily-basis technical support for the implementation of the Optimisation plan at central level. The Expert will play a key role in the collection, verification, and analysis of data of civil servants at central level, with the aim to monitor and report on the implementation of Optimisation plan measures  in order to reach the rightsizing target of -3% in 2018 and -5% in 2019, as set by the PAR Strategy 2016-2020.

The project integrates the provision of the following activities:

Support the implementation of the Optimisation plan at central level

  • For each central level institution, analysis of the baseline numbers on employees in the public sector; analysis and validation of additional data collected through questionnaires and interviews with institutions and any other relevant data, in line with the Optimisation Methodology;
  • Support to the MPA and its relevant working groups and teams on the implementation of the Optimisation plan at central level;
  • Liaison with relevant entities involved in implementation of the Optimisation plan at central level;
  • Initiating additional meetings, issuing inquires and collecting additional necessary data, if required;
  • Conduction of surveys and preparation of relevant reports;
  • Preparation of the Report on implementation of the Optimisation plan at central level.

 

Qualifications and skills required

  • A level of education which corresponds to completed university studies of at least 4 years attested by a diploma in a field relevant to this contract such as: Communications, Public Relations, Political Science/International Relations, Law, Marketing, Management or Economics, or any other relevant field.

 

 

OR

  • A level of education which corresponds to completed university studies of at least 3 years attested by a diploma in a field relevant to this contract such as: Communications, Public Relations, Political Science/International Relations, Law, Marketing, Management or Economics or any other relevant field, followed by professional experience of at least 1 year relevant to the duties involved; this will be considered as an integral part of the diploma and cannot be counted towards the general professional experience;

OR

  • At least 5 years of relevant professional experience additional to the general professional experience;

 

  • Good command of written and spoken English and of the local language;

 

  •  Good command of Microsoft Office suite and Internet;

 

General professional experience

  • At least 1, but preferably 3 years of relevant experience;

 

Specific professional experience

  • Experience with quantitative and qualitative analysis of data

After screening of the expressions of interest the Delegation will establish a shortlist of candidates who will receive a tender dossier for full applications. Deadline for receipt of applications is 12 October 2018.

 

Provisional starting date of the contract is November 2018.
