The Delegation of the European Union to Mongolia — what it does, what it hopes to achieve and its staff.

The European Union has been represented in Mongolia since May 1991 by the EU Delegation in Beijing as a non-resident diplomatic mission. In  November 2017, the EU established its Delegation in Ulaanbaatar. The EU Delegation to Mongolia enjoys full diplomatic privileges and immunities with the Head of Delegation accorded full ambassadorial status.

The Delegation is responsible for the conduct of official relations between Mongolia and the European Union. In all matters pertaining to the EU, the Delegation works closely with the diplomatic missions of the EU Member States.

The Delegation is the point of contact between the EU and the Mongolian authorities as well as other Mongolian interlocutors. The EU Delegation does not deal with matters such as trade promotion or consular matters. These are handled traditionally by EU Member States’ embassies, consulates or national tourism offices.

A further step forward was made with the setting up of the EU Technical Office in Ulaanbaatar. The office was officially opened in June 2006. The role of the office is to improve communication between Mongolia and the Delegation in Beijing and to better inform the people in Mongolia about the EU and its activities in the country.

The bilateral relations between EU and Mongolia have been developing positively and comprehensively since 1989. The EU regards Mongolia as an important partner and is involved in national and regional cooperation activities on the ground. Political relations are being maintained through high-level meetings between EU and Mongolian leaders, and the cooperation mechanism foreseen by the Partnership and Cooperation Agreement between EU and Mongolia, as well as in international formats such as the ASEM Summits.

The Partnership and Co-operation Agreement, signed in 2013 and entered into force in 2017, underlines the extent to which our relations have grown and deepened in areas as diverse as political, trade, co-operation and education. It also serves as a comprehensive framework for our relations in the future.

EU funding for development co-operation has been increased by 100% for 2014 – 2020, reaching 65 million euros. As of 2014, Mongolia became a beneficiary of the Generalised System of Preferences (GSP+) allowing for virtually tariff-free entry into the EU markets. There are several programmes and projects that both sides implement together, all aligned with Mongolian plans for national development. These include trade related assistance to Mongolia, support for a sustainable and transparent governance, reforms and modernisation of the regulatory framework, employment and job creation particularly in the non-mining sector, diversification of economy and improvements in the value added chain, climate change mitigation, education and strengthening technical and vocational training, research and innovation, strong cooperation with the civil society and people-to-people contacts.

Potential for co-operation is increasing. I am pleased to see Mongolian interest in the EU constantly growing in parallel with the EU’s interest and presence in Mongolia, and the opening of the new, permanent EU Delegation to Ulaanbaatar is a concrete proof and contribution of our intentions to shoulder Mongolia's development in line with the values and standards we both share.

I hope this website will promote understanding of EU-Mongolia relations and provide a basis for well-informed discussion of issues related to furthering our relationship.
