Mr Gerard Quinn, The EU welcomes the report presented to this session, the first that you present to this Body as Special Rapporteur on the Rights of Persons with disabilities, and seizes this opportunity, as your term begins, to assure you of the full support of the EU to your Mandate and to congratulate you for the appointment as Special Rapporteur.

We appreciate the great value of the key elements in your report that encapsulate your vision of the mandate: a Theory of Change, the value of inclusive equality, and the process of change, with a focus on the co-production of policy, all that in the path, established by the Convention, of embracing intersectionality.

In that context, we agree with your affirmation that the Convention represents a profound cultural shift, and that requires law and policy reform to give meaning to the rights of persons with disabilities. The EU is committed to continue engaging in order to make the paradigm shift a reality for persons with disabilities.

Furthermore, the framework you have designed is indeed useful when identifying the main four existential threats for Humanity and their relationship with disability: The COVID-19 emergency, Climate Change, Armed conflicts and Peacebuilding, and extreme poverty.

We take note with interest as well of your idea of focusing during your Mandate on some key intersectional learning and impacts, as well as on specific issues, groups and institutions. All this offers a clear and useful blueprint for the years to come.

Mr. Quinn, being the EU a Regional Organization that is part of the CRPD, as you clearly underscore in your Report, our question would turn to how the EU could better help you in your Mandate and how can the EU better support its Member States in their own spheres of competence to respect and implement the Convention.
