"Support to implementation and evaluation, including observers’ role in evaluations, for AD 2016 Environment and AD 2018 Health"

1. Contracting authority

The Delegation of the European Union to Montenegro intends to conclude a service contract for provision of services related to implementation of AD 2016 Environment and AD 2018 Health, including observer’s role in the evaluations, reporting, field monitoring missions etc.

The contract will be awarded following a negotiated procedure. Only candidates pre-selected among those having replied to this call for expression of interest will be invited to submit an offer.

2. Selection criteria

Economic and financial capacity: the financial situation of the candidate should not be in deficit, taken into account debts, at the beginning and end of year.

Professional capacity: the candidate has at least two years of experience on similar assignments in international organizations and/or implementing agencies, NGOs or working experience in an EU-funded project;

Technical capacity: the candidate has worked successfully on at least 1 project in fields related to this contract in the past three years.

3. Value

Total value of the contract shall not exceed 16,800 Eur.

4. Indicative start date and duration

Indicative start date is January 2020, and the duration of the contract shall be 10 months.

The Contracting Authority may request the candidates to provide supporting evidence of non-exclusion.
